With the theme: "The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation", the 9th Global Conference of Young Parliamentarians takes place from September 14-17, 2023 in Hanoi.

Speaking at the closing conference, the National Assembly Chairman said that the 9th Global Young Parliamentarians' Conference is a major multilateral foreign affairs activity of the National Assembly, with a wide scope, second only to the 132nd Inter-Parliamentary Union Assembly (IPU-132) held in Hanoi in 2015.

Delegates attending the Conference

The conference was held with outstanding success, beyond expectations. The leaders of the Inter-Parliamentary Union (IPU), domestic and international delegates attending highly appreciated the preparation process and the results of the conference. The conference achieved its set goals, contributing to enhancing the prestige of the Vietnamese National Assembly, promoting the image of the country, people and culture of Vietnam.

The Global Young Parliamentarians Conference was attended by nearly 700 delegates from within and outside the country. Among them were nearly 500 international delegates and diplomatic delegations; 124 young Vietnamese National Assembly delegates; 63 People's Council delegates and 20 outstanding youth representatives. These numbers demonstrate the stature and scale of a Global Young Parliamentarians Conference with the largest number of delegates ever.

To ensure the success of the conference, the Vietnamese National Assembly has been actively implementing preparations. National Assembly Chairman Vuong Dinh Hue has continuously chaired meetings with relevant agencies on the preparation of the conference, such as the National Assembly's Foreign Affairs Committee, the Central Committee of the Ho Chi Minh Communist Youth Union, the Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications, etc.

The Vietnamese National Assembly established the 9th Global Young Parliamentarians' Conference Organizing Committee very early with 23 members, headed by the National Assembly's Permanent Vice Chairman Tran Thanh Man. The Conference Organizing Committee established three sub-committees, including the Content Sub-committee, the Reception - Logistics - Security - Health Sub-committee; the Information - Propaganda Sub-committee and the National Secretariat under the Conference Organizing Committee.

The 9th Global Conference of Young Parliamentarians has become an open forum for exchanging ideas and sharing legislative experiences, helping young parliamentarians broaden their global vision, explore new aspects and gain a better understanding of issues that are common challenges in the world.

Notably, after 8 years of the Hanoi Declaration on the Sustainable Development Goals: Turning Words into Action at the 132nd IPU Assembly in 2015, Vietnam continues to make history with the first statement issued at a Global Young Parliamentarians' Conference. More than 300 young parliamentarians present at the 9th Global Young Parliamentarians' Conference unanimously adopted the Conference Statement on "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation". This is the first statement after 9 times of organizing the Conference.

In addition, the 9th Global Young Parliamentarians' Conference is also the conference with the most diverse program of activities ever. The seminar on enhancing digital capacity for youth was organized by the Central Committee of the Ho Chi Minh Communist Youth Union. The Vietnam Aspiration Exhibition, with 110 OCOP products and 52 technology products, was introduced to international friends. The tour program to Ha Long Bay. An opportunity for young parliamentarians to learn about the unique cultural features, the attractiveness of tourism, the country and people of Vietnam. The art exchange program "Vietnamese Bamboo" introduced Vietnam's cultural heritage, art, and historical traditions to international friends, while conveying Vietnam's messages of love for peace, hospitality and introducing Vietnam's development achievements to the world.

The National Assembly Chairman highly appreciated the responsibility of the Organizing Committee, headed by Permanent Vice Chairman of the National Assembly Tran Thanh Man and the National Assembly Committees, including the National Assembly's Foreign Affairs Committee; central ministries, branches, the Central Committee of the Ho Chi Minh Communist Youth Union, and localities that contributed to the Conference.

The National Assembly Chairman affirmed that the Conference had achieved the goals set out in the Politburo's conclusion when approving the policy of organizing the Conference and contributed not only to enhancing the prestige of the Vietnamese National Assembly, but also to promoting widely and well the image of the country, the people of Vietnam, the Vietnamese National Assembly, and Vietnamese culture. The National Assembly Chairman said that this shows that foreign information work needs to be further promoted and more comprehensive because when foreign delegates come to Vietnam, whether for the first time or many times, they all have a lot of respect and appreciation for the organization as well as the image of the country and people of Vietnam.

The National Assembly Chairman pointed out the lessons learned from the success of the Conference. Accordingly, the first thing to mention is to choose the right and appropriate theme: "The role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation". The Conference organized thematic discussions on Innovation and entrepreneurship, Promoting respect for cultural diversity for sustainable development... All of this content is very suitable for the times, receiving great attention from young people, receiving the approval of the Inter-Parliamentary Union. Due to the right choice of theme, the content of the Conference is very profound, focused, and appropriate, the National Assembly Chairman stated.

Along with that is the preparation in the spirit of "early, from afar". The Organizing Committee was formed early, the National Assembly leaders had many working sessions with relevant ministries and branches...

The Conference adopted the Conference Declaration on “The Role of Youth in Promoting the Implementation of the Sustainable Development Goals through Digital Transformation and Innovation”. This is the first Declaration of the Global Conference of Young Parliamentarians after 9 sessions, demonstrating the determination, high consensus and strong commitment of the young parliamentarians of the Inter-Parliamentary Union in promoting the implementation of the Sustainable Development Goals globally.

The Declaration was adopted on the eve of the 78th Session of the United Nations General Assembly with the theme “Rebuilding Trust, Reigniting Global Solidarity: Accelerating Action on the 2030 Agenda and the Sustainable Development Goals for Peace, Prosperity, Progress and Sustainability for All”. The Declaration of the Global Meeting of Young Parliamentarians was then transmitted to the United Nations.

Emphasizing that this was the largest conference ever, after 9 sessions, the National Assembly Chairman highly appreciated the information and propaganda work before, during and after the conference of news agencies and newspapers; highly appreciated the Organizing Committee, sub-committees, the Foreign Affairs Committee, the National Assembly Committees, ministries, branches, provinces and cities such as: Hanoi, Bac Ninh, Quang Ninh... On behalf of the National Assembly Standing Committee, the National Assembly Chairman respectfully thanked the ministries, branches, localities and members who participated with a spirit of dedication and effort.

According to the National Assembly Chairman, through this activity, the National Assembly and relevant agencies have contributed to the whole country in implementing the foreign policy of the 13th National Party Congress, Resolution No. 34-NQ/TW dated January 9, 2023 of the Politburo on a number of major orientations and policies to implement the foreign policy of the 13th National Party Congress, Directive 25-CT/TW of the Secretariat on promoting and elevating multilateral diplomacy to 2030; showing the ability and capacity of the Vietnamese National Assembly to be ready to host the Conferences of the Inter-Parliamentary Union.

The National Assembly Chairman hopes that the Central Committee of the Ho Chi Minh Communist Youth Union and the Group of Young National Assembly Deputies of the 15th tenure will continue to promote and disseminate the results of the Conference; have a plan to implement the Joint Statement of the Conference, and from there propose relevant ministries and branches to jointly implement it.
