Social feedback conference on the Draft "Project to attract and utilize talents until 2030, vision to 2050"

(Haiphong.gov.vn) - On the morning of August 30, the Vietnam Fatherland Front Committee of the city held a conference to provide social feedback on the Draft "Project to attract and utilize talents until 2030, with a vision to 2050". Comrade Dao Trong Duc, member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city chaired the conference.

From 2004 to now, Hai Phong city has had many policies and models specifically implemented such as: Policy on training cadres from a distance, Project on training 100 PhDs and Masters abroad; Policy on creating cadres for key positions at the Party Committees, commune, ward and town authorities; Policy on attracting and creating cadres from excellent graduates and young scientists ; Policy on piloting innovation in selecting leaders and managers at the department and division levels of agencies and units; Policy on attracting leaders and managers from enterprises, armed forces and public service units; Policy on increasing income for cadres, civil servants and public employees of the City; Project on developing Hai Phong University... initially attracting and developing a certain number of high-quality human resources to supplement the cadres at all levels of the city. The majority of the attracted cadres, civil servants and public employees have promoted their positivity, proactiveness, creativity and working capacity, contributing to the development of their agencies, units and the development of the City.

According to statistics, by 2023, the number of civil servants from district level and above is 2,628, of which 2,356 are party members and 1,242 are female cadres and civil servants. The number of commune-level cadres and civil servants is 4,141, of which 4,062 are party members and 1,561 are female cadres and civil servants. The staff has 32,019 people, of which 23,326 are education and training officers, 7,678 are health officers, 198 are scientific research officers, 245 are culture, information, physical education and sports officers, and 572 are other officers.

Project to attract and effectively utilize human resources to promptly meet the requirements of rapid and sustainable development of Hai Phong city, contributing to the successful implementation of the goals and development orientations of Hai Phong city to 2030, vision to 2050 in particular and the National Strategy on attracting and utilizing human resources to 2030, vision to 2050 in general. Strive to achieve the targets on attracting and utilizing human resources, especially high-quality human resources according to Decision No. 899/QD-TTg dated July 31, 2023 of the Prime Minister approving the National Strategy on attracting and utilizing human resources to 2030, vision to 2050.

At the Conference, delegates focused on discussing the city's policies and some implementation models in recent times; policies to attract and create a source of staff from excellent graduates and young scientists; attract leaders and managers from enterprises, armed forces and public service units; build a fair and professional working environment; attractive remuneration regimes, suitable to the needs of talents and have a mechanism to periodically adjust salaries and bonuses to ensure competitiveness...

Comrade Dao Trong Duc, Chairman of the Vietnam Fatherland Front Committee of the city delivered a concluding speech at the Conference.

In his concluding remarks at the Conference, Comrade Dao Trong Duc, Chairman of the City Vietnam Fatherland Front Committee, emphasized that this is a very important issue in order to develop high-quality human resources of the city, serving the cause of industrialization and modernization of the country. The Chairman of the City Vietnam Fatherland Front Committee acknowledged the comments of the delegates, and at the same time, requested the Standing Committee of the City Vietnam Fatherland Front Committee to synthesize the comments of the delegates on the Draft "Project to attract and promote talents to 2030, with a vision to 2050" ./.
