The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at the 6th session on November 28, 2023, and will take effect from July 1, 2024. The Law consists of 05 Chapters and 33 Articles, stipulating the position, functions, tasks, principles of organization, operation, working relations, force building, ensuring operating conditions and responsibilities of agencies and organizations towards the forces participating in protecting security and order at the grassroots level.

In his concluding remarks at the conference, the Minister of Public Security acknowledged and commended the civil defense force and the part-time communal police force in recent times. He also highly appreciated the units under the Ministry and the Public Security of provinces and cities for their proactiveness and efforts with a spirit of urgency and determination to advise on good preparation for the implementation of the Law on Forces Participating in Security and Order Protection at the grassroots level and completing a number of important tasks on schedule.
The Minister of Public Security affirmed that this is a very important Law project, with the goal of establishing a new force on the basis of reorganizing the civil defense force, the semi-professional commune police that are still in use and the Civil Defense Team Leader and Deputy Team Leader to participate in ensuring security and order at the grassroots level. Therefore, he requested that from now until the Law takes effect, along with continuing to promote propaganda and dissemination of the Law on Forces Participating in Security and Order Protection at the grassroots level on the media, each unit and locality should uphold the spirit of responsibility and determination in action to ensure good preparation of conditions and completion of tasks on schedule.
