( Bqp.vn ) - On the afternoon of September 16, in Hanoi, the General Department of Politics of the Vietnam People's Army held a conference to review experiences in administrative reform and digital transformation of the General Department of Politics. In the first months of 2024, the administrative reform and digital transformation work of the General Department of Politics has been led and directed by the Party Committees and commanders of agencies and units, achieving quite comprehensive results; the content of administrative reform and digital transformation work has been included in the regular leadership resolutions of Party Committees and organizations at all levels; administrative reform and digital transformation programs and plans have been developed and implemented closely and synchronously, basically completing the contents according to the set plan. Sending, receiving and processing documents in the electronic environment has gradually formed a habit at all levels, contributing to improving the effectiveness and efficiency of management, command, operation and the quality of performing assigned tasks.

Notably, the Ministry of National Defense has seriously implemented the 2024 Program for drafting legal documents; closely directed the dissemination and implementation of documents of the Prime Minister and the Ministry of National Defense's plan on administrative procedure reform and simplification of administrative procedures. According to functions and tasks, proactively coordinate research and propose to perfect the organization, staffing of political agencies, political cadres of units that are separated, merged, dissolved, and newly established to ensure strict compliance with task requirements. Actively and proactively coordinate with relevant agencies to deploy and apply WEP version document management and operation software at 24 agencies and units that have military data transmission networks; deploy 16/24 units to use organizational digital signatures, 4/24 units to use personal digital signatures.
Along with that, the task of developing digital infrastructure has been synchronously deployed, focusing on expanding the military computer network at 03 agencies. Directing agencies and units under the General Department of Politics to thoroughly grasp and strictly implement the above directives and regulations on information security and network security; managing and using Internet services in accordance with regulations. Organizing training on document management and operation software using digital signatures for more than 60 comrades, clerical staff, and part-time IT staff of affiliated units; at the same time, doing a good job of fostering professional skills and information security assurance for part-time staff at units during the information security inspection process.

In order to successfully complete the contents and tasks of 2024, the General Department of Politics and the Steering Committee for administrative reform and digital transformation of the General Department of Politics determined to continue to promote information and propaganda work on administrative reform and digital transformation to strongly change awareness about the content and effectiveness of administrative reform and digital transformation; the responsibility of Party committees, commanders at all levels and cadres and employees of agencies and units in implementing administrative reform and digital transformation, especially the exemplary role of leaders at all levels. Continue to review and propose solutions to reduce and simplify internal administrative procedures according to regulations; proactively review, develop plans, organize strict implementation, ensure digitalization of records and results of handling administrative procedures according to the roadmap; link digitalization with the performance of tasks of cadres participating in the process of receiving and handling administrative procedures of agencies and units.
Along with that, continue to accelerate the progress of tasks and projects under the Digital Transformation Project according to the 2024 plan; in which, focus on completing the expansion of the military data transmission network infrastructure to all focal points under the General Department of Politics; strengthen the urging, inspection and evaluation of the results of transferring and receiving electronic documents using digital signatures through document management and administration software throughout the General Department; in 2024, strive to achieve a rate of 80% of full-text documents using digital signatures transferred and received online. Complete the development, advise on approval and deploy the Plan to implement the Digital Transformation Strategy for the Army. Proactively develop a plan to deploy measures to monitor and inspect compliance with regulations on information security and network security; review and strengthen solutions to ensure information security and network security for information technology systems within the scope of management; promptly detect, correct, and strictly handle acts that cause loss of information security, network security, and disclosure of military information and documents.

Speaking at the conference, Lieutenant General Le Quang Minh praised the achievements of the agencies and units under the General Department of Politics in implementing the tasks of administrative reform and digital transformation in the past time; at the same time, he requested the Party committees and commanders of the agencies and units to continue to thoroughly grasp and seriously, promptly and effectively implement the legal documents and the direction and administration of the Central Military Commission and the Minister of National Defense on administrative reform and digital transformation. The members of the Steering Committee promoted their sense of responsibility in advising and proposing policies and solutions on administrative procedure reform and digital transformation. Party committees and commanders at all levels need to promote their pioneering and exemplary roles, organize and effectively implement administrative procedure reform and digital transformation.
Lieutenant General Le Quang Minh also requested agencies and units in the entire General Department to continue reviewing and implementing well the work of administrative procedure reform and digital transformation; at the same time, assigned the Propaganda Department (General Department of Politics) to direct agencies and units throughout the army to continue promoting information and propaganda on administrative procedure reform and digital transformation, contributing to the comprehensive completion of the tasks and goals that have been identified.
