Conference to review 5 years of implementing policies to encourage cooperation and association in production and consumption of agricultural products

On June 28, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired the conference to review 5 years of implementing the policy of encouraging cooperation and association in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP of the Government.

In the 5 years from 2018 to 2022, localities in the province have approved 41 projects and plans for linking production and consumption of agricultural products according to the large-scale production linkage model (chain linkage of rice, corn, asparagus, grapes, purple onions, etc.) with a total implementation cost of 21.71 billion VND; of which, the state budget has supported 15.44 billion VND for the parties participating in the linkage. By the end of 2022, there were 61 crop production linkages according to the value chain and up to now, there are 68 value chain linkages; there are 43 linkages according to the production and processing chain, consuming 15 products associated with the OCOP Program in the province. There are 37 agricultural cooperatives, accounting for 45.7% of cooperatives operating in the agricultural sector, and 3 Cooperative Groups implementing production linkages associated with agricultural product consumption. After signing the linkage contract, people were provided with seeds, materials, training, production and supply of products to the linkage leader for preliminary processing, processing and consumption of products; the actors in the linkage chains had a cooperation agreement to jointly promote the development of the linkage chain.

At the Conference, representatives of localities, enterprises and cooperatives discussed and assessed the situation of cooperation in production, processing and consumption of products according to the value chain; thereby proposing a number of solutions to promote the linkage of enterprises participating in investment in agricultural processing associated with the chain.

Comrade Le Huyen, Vice Chairman of the Provincial People's Committee, awarded Certificates of Merit from the Chairman of the Provincial People's Committee to collectives and individuals with outstanding achievements.

Concluding the Conference, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts of the Departments, branches, sectors and localities that have accompanied enterprises and cooperatives to link and support farmers. He suggested that, in order to promote the achieved results and effectively implement Decree No. 98/2018/ND-CP, in the coming time, sectors, localities, units and enterprises need to promote the consolidation, innovation, development and improvement of the effectiveness of organizational forms, linking production with the consumption of agricultural products. Organize production in the direction of cooperation and close linkage along the value chain from production to consumption between farmers, cooperatives, cooperative groups and enterprises, in which enterprises play a key role, especially in concentrated production areas, specializing in key products. Replicating the forms of production organization and value chains that have been effectively formed, in accordance with the practical development of local agriculture; Transferring technical advances, science and technology into agricultural production. Building links between localities with similar conditions in production of varieties, technology, human resource training, and developing industry associations. Continuing to call for and encourage large enterprises inside and outside the province to invest in production, processing, and consumption of agricultural products; creating favorable conditions for investors in implementing projects on production, processing, and consumption of agricultural products. The Vice Chairman of the Provincial People's Committee also requested all levels, sectors, and localities in the province to strengthen coordination, further improve the investment and business environment, accompany, support, and remove difficulties and obstacles, and create the most favorable conditions for investment activities in the agricultural sector to effectively exploit the potential and advantages of the province.

On this occasion, the Conference also awarded Certificates of Merit from the Chairman of the Provincial People's Committee to 6 collectives and 1 individual with outstanding achievements in implementing policies to encourage cooperation and association in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP of the Government .
