Training conference to implement Decree No. 219/2025/ND-CP dated August 7, 2025 of the Government

(sonla.gov.vn) On August 15, in Quang Ninh province, the Department of Employment (Ministry of Home Affairs) held a training conference to implement Decree No. 219/2025/ND-CP dated August 7, 2025 of the Government regulating foreign workers working in Vietnam, chaired by Mr. Vu Trong Binh, Director of the Department of Employment (Ministry of Home Affairs). The conference was attended by representatives of leaders and experts of the Departments of Home Affairs in the Northern region and representatives of enterprises employing foreign workers.

Conference Overview

Decree No. 219/2025/ND-CP was issued as a task to concretize Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, in the context of urgent requirements for perfecting the legal framework for foreign labor management in Vietnam; The Decree has many innovations in procedures, subjects and procedures for foreign labor management; The Decree also strengthens decentralization and strong delegation of power, assigning the People's Committees at the provincial level to decide on the decentralization of all procedures for granting, re-issuing, extending, revoking work permits and certificates of non-license eligibility... This conference aims to introduce new points and main points of the Decree; at the same time, dialogue and guide agencies and enterprises to effectively implement the Decree.

At the Conference, delegates focused on discussing contents such as: confirmation of work experience; reporting work of enterprises with foreign employees; granting, re-granting, and extending work permits for foreigners, job codes, job positions, determining internal transfers of foreign employees in enterprises, etc.

The training conference is an opportunity for management agencies and enterprises to promptly grasp the new points of Decree No. 219/2025/ND-CP, thereby unifying understanding and methods, contributing to improving the effectiveness of management and use of foreign labor, meeting the requirements of socio-economic development and international integration. According to the Plan, after Quang Ninh, the Department of Employment ( Ministry of Home Affairs ) will continue to organize conferences in Da Nang and Ho Chi Minh City; at the same time, coordinate with localities with many foreign workers to organize specialized training conferences.
