The workshop was chaired by comrades: Nguyen Thanh Ngoc - Deputy Minister of Justice ; Doan Thi Thanh My - Deputy Director of the Department of Land Management, Ministry of Agriculture and Environment; Dr. Can Van Luc, Chief Economist of BIDV Bank, member of the National Financial and Monetary Policy Advisory Council. The workshop was held in person at the Ministry of Justice's bridge connecting online to the bridge of 34 provinces and cities across the country.

Attending the workshop at the provincial bridge were comrade Le Thanh Hai - Director of the Department of Justice; representatives of leaders of relevant departments and branches; members of the Provincial Council for Coordinating Legal Education and Dissemination, and provincial-level legal reporters.

At the bridge points of communes and wards, there are representatives of the People's Committee leaders of communes and wards, civil servants monitoring the land sector, economic departments of communes, economic infrastructure and urban departments of wards.

With the theme “Identifying bottlenecks and proposing solutions related to the land sector”, the workshop is an important forum where policy makers, state management agencies, experts, and the business community can discuss frankly about difficulties and obstacles, identify bottlenecks in policies, institutions, and difficulties and obstacles in the implementation process of land law. From there, seek and select breakthrough solutions to ensure that land law is increasingly improved, synchronized, transparent, feasible, and effective.

At the workshop, experts and representatives of business organizations and localities focused on discussing the following issues: identifying "bottlenecks" in planning, land allocation - leasing - recovery, pricing mechanisms, administrative procedures; procedures for converting land use purposes; site clearance; reviewing laws to avoid overlap; decentralization of power in the land sector; proposing solutions and giving comments on the draft Land Law, aiming to perfect institutions suitable to the requirements of socio-economic development...

Comrade Nguyen Thanh Ngoc - Deputy Minister of Justice delivered a concluding speech at the workshop.

In his concluding remarks at the workshop, Comrade Nguyen Thanh Ngoc - Deputy Minister of Justice emphasized: This is a workshop of practical significance in the current period because the Land Law is a fundamental and important law related to all socio-economic activities and has a close relationship with other laws of the economy such as the Planning Law; Urban and Rural Planning Law; Investment Law. Therefore, the workshop is not only a forum to listen to difficulties and problems from businesses, localities, and people, but also an opportunity to find a common voice between management agencies, researchers and the business community. The workshop will summarize and conclude core issues, serving as a basis for completing the draft Land Law before submitting it to the National Assembly at the upcoming 10th Session, ensuring that when promulgated, it can be immediately applied in practice, promptly removing obstacles, promoting investment - business activities and socio-economic development. From there, propose solutions to remove and improve mechanisms and policies, creating a transparent and smooth legal corridor for land management and use activities.
