On the occasion of the Vietnam Cooperative Day (April 11), on the afternoon of April 9, the Provincial Cooperative Alliance (PC) chaired and coordinated with relevant departments, branches, localities and units to organize the Workshop "Discussing insurance solutions for agricultural production cooperatives in the province". Attending and directing were Comrade Cao Xuan Thu Van, Chairman of the Vietnam Cooperative Alliance; Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
The workshop aims to identify the challenges and risks that agricultural cooperatives in Quang Ninh province face, identify agricultural insurance and the implementation of agricultural insurance, and state policies to support agricultural insurance to ensure that they are suitable to local realities.
In Quang Ninh today, cooperatives are present in the pillars of agriculture , services and industry, mainly focusing on the agricultural production front; cooperatives are present in key areas, which are rural areas, remote areas, border areas and islands. Not only having economic significance in promoting the land resources and vast sea surface of the province, cooperatives are playing an important role as the main economic organization in ensuring food security, providing safe food chains and agricultural growth of the province, serving as the foundation for the development of industry and services of the province.
Currently, there are 768 agricultural production cooperatives in the province, including 368 aquaculture cooperatives, with nearly 70,000 cooperative members, capital scale of over 3,000 billion VND, contributing 1.2% of the province's GRDP. In particular, in the marine economic development strategy, the roadmap will turn Quang Ninh into the Northern Marine Aquaculture Center, serving the high demand of the Northern and Southern China markets, ensuring human safety, effective investment in technical infrastructure and especially biomass of aquaculture products is extremely important. Lessons learned from livestock and poultry diseases over the past years, especially the damage caused by storm No. 3 Yagi in September 2024, show that we need to quickly take measures to prevent risks for cooperative organizations in the province.
Speaking at the workshop, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, praised the efforts to overcome difficulties and challenges of cooperative groups, cooperatives, Cooperative Unions and the provincial Cooperative Union, departments, branches, and localities that have made important contributions to the development of the collective economy in particular and the socio-economic development of Quang Ninh province in general in recent years.
However, besides the achieved results, the quality of cooperative operations still faces many difficulties and limitations that need to be overcome to facilitate the sustainable development of cooperatives.
Suggesting a number of key tasks to further promote the role of the collective economy of Quang Ninh province in the coming time, the Chairman of the Provincial People's Committee requested the Provincial Cooperative Union and departments, branches and localities to continue to improve mechanisms and policies to support cooperatives, focusing on preferential policies on land, credit, finance, human resource development and digital transformation support; developing cooperatives associated with value chains, in which cooperatives are encouraged to cooperate with enterprises, apply high technology, ensure sustainable production and increase productivity; improve cooperative management capacity, focus on training and fostering management skills, business, trade promotion for cooperatives; encourage agricultural cooperatives to develop according to the cooperative linkage model; Strengthening links between cooperatives, cooperating with enterprises in consuming agricultural products along the chain... At the same time, considering supporting agricultural insurance, ensuring the participation of cooperatives in insurance policies to minimize risks for agricultural production, restore production, and develop cooperatives.
At the workshop, delegates also listened to presentations on an overview of Quang Ninh agriculture, challenges of safe and effective production in the context of climate change and epidemics; current situation and insurance solutions in the forestry sector; insurance solutions for agricultural production cooperatives in the province;...
On this occasion, the Provincial Cooperative Union also launched the Logo and website of the Provincial Cooperative Union. Thereby, to promote identification, propaganda, promotion, listening to opinions, promoting business development and promoting cooperative investment. At the same time, on this occasion, Dong Thanh Cooperative, Ha Long City was also honored to receive the flag of leading the movement in 2024 from the Executive Committee of the Vietnam Cooperative Union.
