The National Assembly held a plenary session in the hall during the opening session on May 22.
In the morning , National Assembly deputies listened to the Government 's Report and the Verification Report of the National Assembly's Finance and Budget Committee on thrift practice and waste prevention in 2022; the Report on the draft Law and Ordinance Development Program for 2024, and adjustments to the Law and Ordinance Development Program for 2023.
After that, the National Assembly discussed the draft Law and Ordinance Development Program for 2024 and adjusted the Law and Ordinance Development Program for 2023.
Afternoon : The National Assembly listened to the Government's Proposal and the Finance and Budget Committee's Verification Report on the assignment of the list and capital levels for tasks and projects under the Socio-Economic Recovery and Development Program; assignment, adjustment and supplementation of the medium-term public investment plan with central budget capital for the 2021-2025 period and allocation of the central budget capital investment plan in 2023 of the national target program;
Delegates also listened to the Report on explanation, acceptance and revision of the draft Law on Prices (amended).
The National Assembly then discussed a number of controversial contents of the draft Law on Prices (amended). The session was broadcast live on Vietnam National Assembly Television.
Previously, on May 22, the National Assembly held the Opening Session of the 5th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House.
National Assembly Chairman Vuong Dinh Hue delivered the opening speech of the 5th Session of the 15th National Assembly. The opening session was attended by General Secretary Nguyen Phu Trong; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of central ministries, departments, and agencies; and heads of foreign diplomatic missions and international organizations in Hanoi.
After that, the National Assembly listened to Deputy Prime Minister Le Minh Khai, authorized by the Prime Minister, present a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023;
Member of the Standing Committee of the National Assembly, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh presented the Report on the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023;
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing voters' and people's opinions and recommendations sent to the 5th Session of the 15th National Assembly; Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of supervising the settlement of voters' recommendations sent to the 4th Session of the 15th National Assembly.
The National Assembly also held separate meetings on personnel work.
Accordingly, the National Assembly voted to pass the Resolution on electing Mr. Le Quang Manh as a member of the National Assembly Standing Committee and Chairman of the Finance and Budget Committee of the 15th National Assembly by electronic voting. The results were as follows: 469 delegates participated in the vote (equal to 94.94% of the total number of National Assembly delegates), of which 468 delegates approved (equal to 94.74% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).
The National Assembly voted to approve the Resolution approving the Prime Minister's proposal to appoint Mr. Dang Quoc Khanh as Minister of Natural Resources and Environment for the 2021-2026 term by electronic voting. The results were as follows: 467 delegates participated in the vote (equal to 94.53% of the total number of NA deputies), of which 454 delegates approved (equal to 91.90% of the total number of NA deputies); 11 delegates did not approve (equal to 2.23% of the total number of NA deputies); 2 delegates did not vote (equal to 0.40% of the total number of NA deputies).
Also on the afternoon of May 22, the National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present a Report on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province;

The National Assembly also listened to Governor of the State Bank of Vietnam Nguyen Thi Hong, on behalf of the Government, authorized by the Prime Minister, present a Report on the investment policy to supplement the charter capital of the Vietnam Bank for Agriculture and Rural Development; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented a Report on the examination of the investment policy to supplement the charter capital of the Vietnam Bank for Agriculture and Rural Development.
