The Ho Chi Minh City Department of Home Affairs has just issued instructions on implementing the renaming of neighborhoods and hamlets for wards, communes and towns implementing the arrangement of commune-level administrative units.
Accordingly, the People's Committee of Thu Duc City, districts and towns, based on the number of administrative units at the commune level, have developed a Project (Plan) to deploy wards, communes and towns to develop a Plan to rename neighborhoods and hamlets according to commune-level administrative units.
At the same time, report to the Standing Committee of the District Party Committee, District Party Committee, and Standing Committee of the People's Council (for Thu Duc City and 5 districts). Then complete the renaming plan and prepare a report to the Ho Chi Minh City People's Committee (through the Department of Home Affairs).
Localities organize to collect opinions from voters representing households residing in neighborhoods and hamlets directly affected when arranging commune-level administrative units.
The content of the voter consultation includes: The overall plan to rename neighborhoods and hamlets prepared by the People's Committee of Thu Duc City, 5 districts, and 16 counties; posted on the electronic information portal or website of the People's Committee of Thu Duc City, 5 districts, and 16 counties; posted at the headquarters of the People's Committee at the commune level, community activity points and disseminated to people in the neighborhoods and hamlets during the time of organizing the voter consultation.
The People's Committees at district and commune levels decide on the form, order, procedures, and time limit for collecting opinions in accordance with the practical conditions of the locality, ensuring progress with the Project on rearranging commune-level administrative units of the city.
In particular, the form of distributing ballots to collect opinions is widely implemented for the arrangement of administrative units, neighborhoods, and hamlets.
Each household is given a ballot. The ballot distribution team is responsible for sending it directly to each household, then collecting the ballot within the specified time limit and compiling the results of the ballot completely and objectively.
The People's Committee of Thu Duc City, 16 districts and 5 counties shall preside over the implementation of the Master Plan on renaming neighborhoods and hamlets according to the list of 102 new wards and communes; complete the process of recognizing the renaming of neighborhoods and hamlets before May 30.
The Department of Home Affairs will receive the dossiers for recognition of renaming of neighborhoods and hamlets from the People's Committee of Thu Duc City, 16 districts, and 5 counties before June 5.
This is an urgent task that needs to be carried out promptly to synchronize with the progress of administrative unit arrangement and building a 2-level local government organization model, closely following the progress of issuing the Resolution of the National Assembly and the National Assembly Standing Committee on administrative unit arrangement.
Therefore, the Department of Home Affairs requests the People's Committee of Thu Duc City, 16 districts, 5 counties, and the People's Committees of 273 wards, communes, and towns involved to focus on leadership and implementation to ensure overall progress.
Previously, in March 2024, the Ho Chi Minh City People's Council passed a resolution to separate, merge, establish, and rename neighborhoods and hamlets in the area. Accordingly, the city still has 4,861 neighborhoods and hamlets.
In April 2025, the Ho Chi Minh City People's Council passed a resolution approving the policy of arranging 273 wards, communes, and towns into 102 wards and communes.
