From ancient times to the present, the coastal areas of Binh Dinh have been the place where many generations of ancestors have settled down, where many cultural heritages, historical-cultural relics, scenic spots, and diverse folk customs and festivals have been preserved and promoted, such as: Fishing Festival, the art of fishing, sword dance, folk songs, folk dances, folk songs, boat racing festivals, etc., reflecting the spiritual life and beliefs of fishermen that are still passed down to this day.

Speaking at the opening of the Festival, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: Implementing the Party and State's policy on the strategy for sustainable development of Vietnam's marine economy , on building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country; in recent years, the Provincial Party Committee and the Provincial People's Committee have strengthened leadership and direction in building and developing socio-economic, preserving and promoting marine culture in the province. Focusing on improving the lives, ensuring security and safety for residents of coastal and island areas; developing cultural institutions for coastal communities, promoting local identity, historical and cultural values, good knowledge in dealing with the sea, considering this an important foundation for building marine culture, preserving cultural space, architecture and natural heritage.

The Coastal Cultural and Sports Festival is held every two years, rotating in coastal districts, towns and cities in the province. It is an activity with the meaning of preserving and promoting the traditional cultural values of coastal communities in the province, actively contributing to propaganda, education, raising people's awareness to well implement the Party's guidelines and policies, the State's policies and laws, uniting to build a cultural life, protecting territorial sovereignty and national border security.

After the opening ceremony of the Festival, the artists and actors of the 5 cultural and sports troupes entered the performance competition with the theme: "Sea and islands of the homeland". Earlier, in the afternoon of the same day (May 30), a mixed tug of war competition between men and women took place. Within the framework of the Festival, there were also competitions: Beautiful camp, beautiful coastal woman, men's boat racing, free swimming; photo exhibition with the theme "Cultural heritage of the sea associated with tourism", culinary culture exchange.
