To ensure the overall and synchronous nature of the entire road network, the Ministry of Construction is directing agencies and units to develop a master plan and overall architecture of the smart transport system, including connecting and sharing with the urban traffic management and operation system.

The Ministry of Construction has assigned investors to research and invest in the construction of an intelligent traffic system, including a traffic monitoring and control system, a non-stop electronic toll collection system, and a vehicle load inspection project on expressways, which the Ministry of Construction is the investment decision-making agency for, and will basically be completed in sync with the construction and putting into use of expressways by the end of 2025.

In recent times, some provinces and cities have researched and implemented the construction of smart cities, including smart traffic components. However, the scope of implementation has only stopped at the local level, not yet connected to the beltway and gateway traffic monitoring systems, so the effectiveness of the smart traffic system in the city has not been fully promoted.

In order to improve management capacity, ensure effective operation and exploitation of expressways in the era of the 4.0 Industrial Revolution, the Ministry of Construction has issued an action plan, which identifies the goal of gradually mastering and applying science ; developing and applying digital technologies such as artificial intelligence, big data, cloud computing, Internet of Things and new technologies in research in the fields of construction and transportation, and piloting specifically in the construction of smart cities and smart transportation.

One of the key tasks assigned by the Central Steering Committee for Science, Technology, Innovation and Digital Transformation to the Ministry of Construction in 2025 is to implement non-stop toll collection at bus stations and parking lots in urban areas, evaluate effectiveness to improve traffic management, and promote urban civilization. This is also a key task for provinces and cities when implementing smart traffic and smart urban development.
