(HBĐT) - On the afternoon of October 12, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for key projects of the province chaired a meeting of the Steering Committee to discuss solutions to remove difficulties for 3 key projects of the province in the 2 districts of Kim Boi and Lac Son.
Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee concluded the meeting of the Steering Committee for key projects of the province.
These are large projects with a total investment of over 14,000 billion VND invested by Hoa Binh Sun Company Limited (Sun Group) in the fields of urban, ecological, tourism and services. The projects are set to start construction by the end of this year, but are facing difficulties in site clearance, resettlement, procedures for converting rice land, forest land and related procedures.
In particular, the project of the complex of ecological urban areas, high-class entertainment and the Cuoi Ha cable car system, Kim Boi commune (Kim Boi) was approved by the Provincial People's Committee for investment in Decision No. 45/QD-UBND, dated June 3, 2022, with a population of 7,048 people; total registered land area of 189.01 hectares; investment capital of about 6,656 billion VND. Kim Boi district is carrying out procedures for land acquisition, resettlement construction and carrying out procedures according to regulations... Basically, people agree to support the project... However, the project has not been permitted by the Government to change the purpose of using rice and forest land, so it is not eligible for the District People's Committee to issue a Notice of land recovery. Some people also commented on the low compensation and support prices for land prescribed by the State. Relocating graves is related to spiritual issues, so people are reluctant to move... The district is actively coordinating with departments, branches, and investors to speed up the progress of site clearance, construction of resettlement areas, cemetery areas, and starting construction of works to serve project implementation.
The Doi Thung high-end ecological, resort and entertainment urban area project in Quy Hoa commune (Lac Son) has a total investment of over 5,300 billion VND; land use area of 186.4 hectares, population size of 10,000 people. Currently, households have not agreed with the policy, not allowed to enter the project area for investigation and survey. Therefore, the measurement of maps, land and property inventory have not been carried out, causing obstacles to the propaganda and mobilization of people in the project's site clearance.
The Ho Kha high-end hot spring resort and eco-urban area project in Quy Hoa commune (Lac Son) has a total investment of VND 2,627 billion, a population of 4,600 people, and a land use area of 85.2 hectares. Currently, the land acquisition work is basically supported by the people; waiting for the Prime Minister to change the purpose of using rice land to have a legal basis to issue a notice of land recovery, and to count the land acquisition and clearance to implement the project. However, households have opinions on the unit prices of land types in Quy Hoa commune, requesting consideration to adjust the unit prices to be equal to the unit prices of Tan Lap and Tuan Dao communes.
At the meeting, leaders of localities, functional departments, and investors clarified difficulties and proposed solutions to speed up project progress.
Concluding the meeting, emphasizing the importance of projects that will exploit potentials and advantages, create new tourism products and services contributing to the economic restructuring of the province, the Provincial Party Secretary requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to continue to resolve difficulties and obstacles in each content of land acquisition and site clearance, complete related procedures to ensure compliance with legal regulations. The relevant departments and branches should promptly advise and propose ministries and branches to submit to the Government for early permission to change the purpose of using rice and forest land of the projects; implement related procedures, propagate and mobilize people to support the project implementation policy; speed up the construction progress of resettlement areas, auxiliary works, support investors in project implementation, strive to start projects immediately after being allocated land; strive to start projects in Cuoi Ha commune and Kim Boi commune in the first quarter of 2024.
