In recent years, the field infrastructure in Hop Ly commune (Ly Nhan) has received attention for investment and upgrading; in which, the locality has focused on building and upgrading the intra-field canal system to help improve irrigation and drainage capacity. This is a favorable condition for shifting the crop structure and plant variety structure, improving production efficiency.
Hop Ly commune has a cultivated land area of nearly 200 hectares, including 100 hectares of rice fields and 100 hectares of fertile land along the Chau River. However, the locality is located at the end of the irrigation and drainage source of the irrigation system served by Ly Nhan Irrigation Enterprise, so it is not convenient for irrigation for production. To develop production, for more than 10 years now, the commune has re-planned the fields, upgraded the synchronous canal system in the fields with a total length of 31 km (an increase of 30% compared to before). The canals in the area are annually repaired, dredged, cleared and cleared to clear the flow. The total cost of implementing internal irrigation work in the area is maintained annually from 70 - 80 million VND from the State's irrigation fee compensation source and field irrigation fees.
In order to further improve the service capacity of the intra-field canal system, the commune has taken advantage of financial support from superiors (province, district) and local counterpart funds to solidify the canals. During the investment and construction process, the commune prioritized the selection of main irrigation and drainage canals in the fields for implementation. Up to now, the whole commune has had a total of more than 13 km of solidified canals, accounting for over 70% of the main canals and more than 40% of the total length of canals. At the same time, more than 1 km of the main canal of the Hop Ly irrigation pumping station is being solidified. According to Mr. Tran Van Hien, Director of Hop Ly Agricultural Cooperative, the synchronously invested canals have promoted the effectiveness of production activities. Thanks to the investment and good exploitation of the canal system, the crop structure of Hop Ly commune has had a positive change. Winter crop production on two-rice land has developed and become the third main crop of the year. Hop Ly is the only locality in the province where winter crop production covers over 90% of the two-rice land area, with about more than 80 hectares. Soybean is the main crop chosen by people to grow in the winter crop because it is suitable for the land, saves time for planting and care, and gives twice the profit of the rice crop. On about 100 hectares of fertile land, 80% of the area has been converted from growing hybrid corn to growing dong leaves. In Hop Ly, a concentrated dong leaf growing area has been formed, supplying the market in large quantities. Hop Ly's dong leaves are currently sold in many provinces and cities in the Northern region and there was a time when dong leaves were exported to foreign markets. Currently, the production value of Hop Ly's cultivated area reaches an average of 135 million VND/ha/year; at the highest, the area of dong leaves is worth about 200 million VND/ha/year. Although the intra-field canal system in Hop Ly has been invested in, there are still limitations and shortcomings. Specifically, the connection with the main irrigation system of the State is not really synchronized; the main irrigation pumping station taking water from Chau River managed by the agricultural cooperative was built more than 50 years ago with a canal section of more than 200 m long, which is no longer suitable for the current reality. In the dry season, the pumping station's water supply to make land for spring rice cultivation is difficult because the basket is sometimes suspended; although the canals have been reinforced, there are still bottlenecks...
The current weather and climate situation often causes extreme phenomena, droughts, and increased flooding. To limit the damage caused by natural disasters and to maximize the effectiveness of the local canal system in serving production, Hop Ly commune hopes to continue to receive support from the State and irrigation enterprises in investing in the construction and upgrading of a synchronous canal system; at the same time, creating conditions to rebuild Hop Ly pumping station to take water directly from the riverbed... Thus, the irrigation and drainage service will maximize its effectiveness, contributing to promoting the development of local agricultural production, increasing the value of cultivated areas and income for people.
