At Kien Giang Provincial Party Committee, General Secretary To Lam recently had a working session with the Standing Committee of An Giang Provincial Party Committee and the Standing Committee of Kien Giang Provincial Party Committee. Today, the Central delegation and I are very pleased to visit and work with the leaders of Kien Giang and An Giang provinces - two localities with rich revolutionary traditions, holding important strategic positions in the southwestern border region of the Fatherland. On behalf of the Party and State leaders, I would like to send to all the leaders, cadres, soldiers and people of the two provinces my sincere greetings and wishes for health, happiness and success.

Kien Giang - a province consisting of mainland and islands has been growing strongly as a new growth pole of the Southwest region. Kien Giang plays a key role in marine economy , high-tech agriculture, aquaculture - seafood processing and is promoting the development of seaports, coastal logistics associated with the Western marine economic corridor. Industrial parks, urban areas and coastal economic zones are also being planned for expansion, creating new momentum for industrialization and urban development in the Mekong Delta region.

An Giang, as the upstream province of the Mekong River, is not only an important rice granary of the country but also a pioneer in developing smart agriculture, circular agriculture and large-scale production linkages. The province has formed many effective cooperative economic models, especially in seed production, aquaculture and vegetables. An Giang is also known as one of the provinces with the most vibrant border trade economic activities thanks to the border gate system with Cambodia, associated with the potential for developing logistics and cross-border trade.

In terms of culture and society, both Kien Giang and An Giang are lands with strong Western cultural identity, with cultural exchanges between ethnic groups, rich in traditions of patriotism and national solidarity. The people of An Giang and Kien Giang are famous for their generosity, gentleness, simplicity, and hospitality, typical of the “Big Brother” of the South; there are many similarities in cuisine, customs, and traditional festivals.

In the context of many difficulties and challenges, especially after the COVID-19 pandemic and increasingly severe climate change, the Party Committees, authorities and people of An Giang and Kien Giang provinces have united, strived to rise up, and achieved many encouraging results in the fields of economy, culture, society and environment. An Giang has made a strong shift in economic structure, developing agriculture associated with processing and export industry, promoting tourism and improving the quality of public services. Kien Giang continues to affirm its role as one of the region's marine economic centers, with strengths in agriculture - fisheries, tourism and urban development, especially Phu Quoc economic zone. The two provinces have also focused on poverty reduction, social security, improving the quality of education, health care and people's lives, while promoting digital transformation and building e-government. These results are a testament to the dynamism, innovative thinking and determination for sustainable development of the entire political system and all classes of people in the province.

On behalf of the Party and State leaders, I respectfully commend and acknowledge the great efforts, high sense of responsibility and important results that the Party Committee, government, armed forces and people of An Giang and Kien Giang provinces have achieved in the past time. These achievements not only contribute practically to the overall development of the Mekong Delta region, but also contribute to strengthening the people's trust in the leadership of the Party, clearly demonstrating the mettle, will and aspiration of the two localities to rise up in the development journey.

Dear comrades,

Despite many positive results, An Giang and Kien Giang are still facing many difficulties and challenges. The economic scale of the two provinces is still relatively small, the number of enterprises is still small, mainly small enterprises, and competitiveness is limited. Socio-economic infrastructure, especially transportation, irrigation, and logistics, is still asynchronous and difficult. Issues related to climate change and water resources are directly affecting socio-economic development and people's lives every day. The business environment still has many barriers. The rate of application of science and technology and digital transformation is still low. Although human resources are abundant, their quality is not high, especially in the fields of high technology, modern management, vocational skills and digital skills are still limited. Disbursement of public investment is slow; some off-budget projects have signs of violating land laws, which have not been completely resolved.

In addition, some key targets of the Resolution of the Provincial Party Congress in the current term are still low, especially economic growth. The effectiveness of State management in the fields of planning, land, resources, environment, administrative reform and digital transformation still has many shortcomings. The quality of emulation movements and development models at the grassroots level still lack influence; production and business activities of many enterprises, cooperatives and individual households still face difficulties and low competitiveness. Mobilizing social resources, especially private investment capital, still has many obstacles.

The development of high-quality human resources has not met the requirements of economic restructuring; the lives of a segment of the population, especially ethnic minorities, are still difficult; unemployment and unstable employment are on the rise. Some issues regarding complaint settlement, adjudication, and enforcement of civil judgments are still lingering, affecting trust and social stability at the grassroots level.

Dear comrades,

Over the past years, despite being adjacent to each other and belonging to the key southwestern region of the Mekong Delta, the connection between Kien Giang and An Giang provinces has remained loose, failing to fully exploit their complementary potential and comparative advantages. Inter-provincial cooperation programs are still few and fragmented, lacking an overall coordination mechanism and a common strategic vision. The connecting infrastructure system, especially transportation and logistics between the two localities, is not yet synchronous; the connectivity in spatial planning for development, investment attraction, development of raw material areas, tourism and services is also not commensurate with potential and expectations. This not only limits the market size, reduces the effectiveness of investment attraction, but also wastes resources, making it difficult to create development breakthroughs. Meanwhile, the development reality is posing an urgent need to reorganize economic space, forming dynamic regions with large enough scale and strong enough competitiveness to face new challenges such as climate change, energy transition, agricultural restructuring and deep economic integration.

Therefore, the merger of Kien Giang and An Giang provinces is not only an administrative solution but also a strategic decision to create a new development entity with a larger economic scale, a more diverse economic ecosystem and more effective regional coordination capabilities. The combination of An Giang with a rich tradition of high-tech agricultural production, the Mekong River upstream area, a center for aquatic breeds and crops, and Kien Giang with outstanding strengths in islands, tourism, renewable energy and seaport services, will create a development axis of "mountains - plains - borders - islands", integrating border and marine economies.

Furthermore, this merger will open up opportunities to restructure the regional infrastructure system, forming more closely linked value chains from production, processing, logistics and export; at the same time, creating conditions for the formation of new key economic zones, attracting strategic investment, enhancing internal strength and competitiveness for the entire Southwest region.

Dear comrades,

Since the 11th Central Conference, the entire political system has been resolute, determined, unanimous, and devoted to carrying out the revolution in the organization of the entire political system, reorganizing administrative units at the commune and provincial levels; preparing and completing documents, personnel work, and conducting Party congresses at all levels towards the 14th National Party Congress... The Central Committee has closely directed, comrades assigned by the Politburo to monitor localities have also closely followed you and will continue to closely follow you in this final stage so that you seriously and successfully implement the resolutions, conclusions, directives, and instructions of the Central Committee.

In order to help you better prepare for the unification process and bring the new province to rapid, sustainable and comprehensive development, with a spirit of urgency and the highest sense of responsibility to the Party and the People, I propose that the two provinces focus on directing and synchronously and resolutely implementing the following key tasks:

1. Focus on reviewing and evaluating the level of completion of targets and tasks according to the Resolution of the Provincial Party Congress for the 2020 - 2025 term to promptly have solutions to lead, direct and effectively implement targets that are still low or may not be completed in order to strive to complete at the highest level the goals and tasks of the term.

2. Comprehensively prepare and effectively organize the implementation of provincial mergers associated with the arrangement of administrative apparatus and units and the construction of two-level local governments.

The process of merging Kien Giang and An Giang provinces is a strategic opportunity to reorganize the entire political-administrative system in a more streamlined, effective, efficient, modern and closer-to-the-people direction. From now until the completion of the merger, the two provinces need to strengthen close coordination in leadership and management of common tasks with the spirit of "one province - one vision - one action - one belief", absolutely avoiding the mentality of "my province - your province" which causes division and stagnation. The closer the merger is, the more clearly it is necessary to demonstrate a sense of common responsibility, administrative discipline, internal solidarity and the highest political will.

Preparations must be comprehensive, synchronous, focused, and key in all areas, from reorganizing the apparatus, transferring staff, streamlining payroll, reallocating finance, assets, land, and budget to digitizing administrative data, building information technology infrastructure, arranging headquarters, treasury, tax agencies, public administration, etc. All plans need to be developed in detail, with backup for many different scenarios to ensure that when the merger is officially completed, all activities of the new province will take place smoothly, seamlessly, and without interruption at any stage.

Along with that, it is necessary to effectively and systematically reorganize the government apparatus according to the 2-level model: Province - Commune, not organizing at the district level, in order to streamline the focal points, reduce intermediate levels, and increase the initiative for the grassroots level. In particular, it is necessary to have a flexible administrative organization mechanism for special areas, such as: Phu Quoc Special Zone, Tho Chu, Kien Hai, suitable for specific development requirements, especially in the context of moving towards building special economic, tourism, defense - security zones.

In the process of reorganization, the cadre team must be the center of reform, the one who implements the policies and decisions of the Central and local governments. The selection and arrangement of cadres must be based on the standards of quality, capacity, qualifications, courage, sense of responsibility and trust among the people; absolutely not allowing localism, division and disunity to occur. We must retain good cadres, with heart and vision, who dare to think, dare to do, dare to take responsibility for the common good.

In addition, it is necessary to urgently review, assess the impact and implement appropriate support policies for the staff, civil servants, public employees and workers affected by the rearrangement process; at the same time, strictly manage records, assets, headquarters and budget, ensure transparent handover, avoid loss and waste. Have a reasonable investment plan in the headquarters of new agencies, and at the same time arrange to reuse old headquarters effectively.

After the merger, the most important task is to consolidate ideological unity, build consensus, promote the revolutionary tradition and aspirations of both provinces. The new An Giang province needs to clearly define its vision of becoming a dynamic, comprehensive and sustainable development center of the Mekong Delta region, playing a strategic role in connecting East - West, sea - border, urban - rural, service - production - tourism. In particular, aiming to become a national marine economic center, in which Phu Quoc is an international-class eco-tourism resort center, while the Long Xuyen - Chau Doc - Rach Gia - Ha Tien Quadrangle will be the driving force for industrial, logistics and cultural development of the whole region, contributing to reshaping the role of the new An Giang in the national economic structure and regional value chain.

3. Focus on comprehensive socio-economic development, improving the material and spiritual life of the people.

After the merger, the new province must quickly stabilize its organization, while focusing highly on the task of socio-economic development with a proactive, creative, decisive and flexible spirit. The immediate goal is to strive to fully complete the targets of 2025, especially GRDP growth reaching over 8%, creating a solid foundation for double-digit growth in the following stages.

To achieve that goal, it is necessary to focus on removing bottlenecks in the business environment, planning, infrastructure, capital, digital transformation and human resource quality. Continue to promote administrative reform, decentralization, delegation of power, digitalization of procedures, reduce time and costs for people and businesses, and create motivation to promote dynamic development of economic sectors, especially the private sector and the digital economy.

Provinces need to seriously, synchronously and creatively implement important resolutions of the Politburo on strategic pillars such as Resolutions 57, 59, 66 and 68. Along with economic development, it is necessary to put people at the center, comprehensively develop social security and improve the quality of life for the people. Effectively implement national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority areas. Pay attention to investing heavily in education and training, grassroots health care, cultural development and preserving traditional values, associated with arousing the belief, pride and aspiration to contribute of each citizen in the new province.

Regarding national defense and security, it is necessary to strengthen the construction of the all-people national defense posture associated with the people's security posture and the solid people's hearts posture, especially in border areas, islands and key defense and economic areas. Proactively consolidate defense areas, local armed forces and mass mobilization work, firmly ensure territorial sovereignty, border security and island security. At the same time, continue to expand cooperation with the border provinces of Cambodia, develop border trade economy, improve the effectiveness of border management and create a peaceful, stable, cooperative border area for mutual development.

4. Create strong breakthroughs from science and technology, innovation, promote human capital and develop the private economy.

One of the urgent requirements for the new province after the merger is to strongly shift to a development model based on knowledge, technology and high-quality human resources. This is an orientation in line with the spirit of the new resolutions of the Politburo, and at the same time, the shortest path for the province to make a breakthrough and catch up with new development trends in the era of digital transformation and comprehensive integration.

First of all, implementing the action plan in the spirit of Resolution 57, the province needs to set the goal of becoming a center for applied science - technology and innovation in the Southwest region, in which innovation clusters are formed associated with key industries, such as: high-tech agriculture, processing industry, eco-tourism and coastal logistics. It is necessary to urgently build a synchronous and modern digital infrastructure; develop a large shared database for economic, social, land, and population sectors...; at the same time, strongly implement digital transformation in the government, businesses and the community.

The province also needs to focus on developing high-quality human resources, especially digital human resources, technical human resources and modern management human resources. Research and apply the mechanism of training orders linked to the labor market, creating local human resources suitable for the development strategy of each region. In particular, the province needs to have policies to attract and promote overseas Vietnamese intellectual resources and international experts to participate in consulting, technology transfer and development management. At the same time, developing the private economic sector to truly become an important driving force of the economy in the spirit of Resolution 68.

In addition, it is necessary to proactively develop industrial clusters and develop domestic supply chains, especially in the fields of agricultural and aquatic product processing, agricultural mechanics, pharmaceutical production, logistics and renewable energy. For border and island areas, there should be a mechanism to attract private investment in the fields of infrastructure, trade, services and marine economy; effectively combine public-private partnership (PPP) in sustainable development investment, along with strengthening national defense and security.

5. Successfully organize party congresses at all levels, towards the 14th National Congress of the Party.

First of all, it is necessary to identify the construction of the political report to be presented to the congress as a key step, with a long-term orientation role, so it must be carefully, meticulously, seriously and creatively prepared. The political report of the new province must not be a mechanical addition of the two previous provinces, but must demonstrate a strategic vision, have in-depth analysis, accurately reflect the development reality, clearly identify bottlenecks, accurately select breakthroughs, and at the same time demonstrate the aspirations, identity and responsibility of a dynamic province in the Mekong Delta region.

At the same time, personnel work must be carefully prepared, in accordance with principles, procedures, democracy, impartiality, and objectivity, ensuring the building of a new collective leadership of the provincial Party Committee and government with quality, courage, solidarity, vision, and modern management capacity. The arrangement and assignment of personnel must be harmonious between regions, avoiding localism or the expression of group interests. Personnel must truly be the center of reform, the leader of innovation, with prestige, a spirit of service, and the courage to take responsibility before the Party, the State, and the People.

6. Successfully organize the APEC 2027 Conference in Phu Quoc.

The APEC 2027 Conference held in Phu Quoc City is a high-level diplomatic event of special significance not only to Kien Giang Province and the newly merged An Giang Province, but also to the entire Mekong Delta region and the whole country. This is a rare opportunity to promote the image of an integrated, innovative, friendly and dynamic Vietnam to the world, while creating a strong development lever for Phu Quoc in particular and the new province in general, promoting investment, tourism, trade and infrastructure in the whole region.

Therefore, the locality needs to focus on preparing for the APEC Conference, ensuring progress, quality and absolute safety in all aspects. In particular, it is necessary to focus on accelerating the progress of implementing key infrastructure projects serving the Conference; the investment is not only aimed at the event, but also aims to create a sustainable development foundation for Phu Quoc in the long term (note that large investment projects are not left empty or abandoned after the Conference); proactively build and mobilize a high-quality workforce to serve the Conference. Effectively implement advertising, promotion and communication activities, thereby creating a clear impression of the image of Phu Quoc - Vietnam with international friends, while strongly attracting strategic investment flows, high-end tourists, technology, financial and international service enterprises to the region.

It is necessary to build an overall strategy for Phu Quoc development, clearly identify priority investment areas, specific policies, and special zone management models suitable for the characteristics of the marine economy, tourism, services, and innovation, contributing to shaping Phu Quoc into an "international center of ecology, resort, finance, and innovation" in the new development stage.

How can the success of the APEC 2027 Conference in Phu Quoc not only be the pride of the province, but also a driving force for the comprehensive development of the new province after the merger, playing an important role in raising the international role of Vietnam in the era of deep integration and global competition?

I deeply believe that, with the tradition of solidarity, self-reliance, innovation, and a strong desire to rise up, along with the intelligence, mettle, and high consensus of the entire Party, government, and people of Kien Giang and An Giang provinces, we have all the conditions, confidence, and determination to successfully carry out the unification process and excellently complete all tasks assigned by the Party, State, and People.

The new An Giang province with its new stature, scale and position (area of ​​nearly 9,890 km2, population of nearly 5 million people, economic scale of GRDP after merger up to more than 11 billion USD, budget revenue of nearly 26,500 billion VND), will certainly become an important growth pole, a model of organizational reform and sustainable development in the Mekong Delta, contributing worthily to the cause of building a prosperous and powerful country, bringing our nation firmly into a new era of development.
