Multiply the power
Just counting from the day the homeland was liberated in March 1975, there was an extremely important milestone for both localities, which was the event on January 1, 1997, the old city of Da Nang together with Hoa Vang district and Hoang Sa island district were separated from the common province to become administrative units directly under the Central Government; and Quang Nam province was re-established on the basis of the remaining districts and towns with new determination and strong momentum.
The old Da Nang city, from a provincial city with a population of over 300,000 people, has become the new Da Nang city with a population of about 1 million people with new development space. 28 years have passed, and today, a new Da Nang has been born, but not from separation, but as a result of a historic merger!
It can be affirmed that the merger of Quang Nam province and Da Nang city this time is not only a merger of administrative boundaries, facilities, and population, but it is essentially a combination of forces, multiplying the strength of the two localities.
It is the synergy of cultural and historical traditions, the synergy of potential that has been and is being opened, the synergy of two economic entities that have grown spectacularly over the past 30 years, and especially the synergy of will and aspiration to rise up and build an open future for a land that has been inseparable since the ancient past.
Looking back at the day of “separation”, the “assets” of the two localities were modest, lacking, one could say poor. Da Nang at that time was a type 3 urban administrative unit of Quang Nam - Da Nang province, with a low starting point, fragmented planning; infrastructure and transportation were poorly developed, and budget revenue was not high.
After 28 years, the city's economic scale has increased more than 45 times; local budget revenue has increased more than 25.6 times; per capita income has increased 21 times. The most impressive highlight of the city, considered a model of dynamic development, is the urban planning and renovation, synchronous development of technical infrastructure and people's lives. From a small city, Da Nang is now a locality with an urbanization rate of 87.2%, twice as high as the national average.
Quang Nam province has also developed remarkably after 28 years. From a predominantly agricultural economy, with almost no significant industry and tourism, with a budget revenue of just over 150 billion VND in the first year of re-establishment, the scale of the economy has now increased more than 50 times compared to the first day of re-establishment; GRDP per capita is about 84 million VND/year. The economic structure has shifted strongly towards industry and services.
From a locality dependent on central subsidies, Quang Nam has risen to become self-sufficient in balancing its budget, and has also contributed to the central budget. With a large area, many localities belonging to ethnic minorities, social security work has received special attention, thanks to which the material and spiritual life of the people has been significantly improved.
Enter the big game
Reality has proven that the Central Government's policy of separating Quang Nam - Da Nang province after 22 years of operating the common provincial mechanism (1975 - 1997) was completely correct, thereby creating conditions for the two localities to develop and grow together (1997 - 2025).
Now, in the middle of 2025, a quarter of the 21st century has passed with the context of the remarkable development of science, technology and human intelligence, the two localities that once separated to become stronger, are now merged, joining forces to multiply their strength even more.
Some people say this is the most “beautiful” merger. Just looking at what exists, the new Da Nang city already has two large seaports, two modern international airports, a developed transportation system, large industrial parks such as Truong Hai, Da Nang, Hoa Khanh and a system of high-tech parks, information technology parks keeping up with new technological knowledge, two world cultural heritages, many famous tourist areas… In the near future, large projects will be formed, creating outstanding advantages compared to many other localities, especially the formation of Free Trade Zones, International Financial Centers.
In the trend of developing modern and civilized urban models, the new Da Nang city will have enough conditions to gradually form and consolidate diverse and multi-dimensional titles, namely seaport city, heritage city, tourism city, event - festival city, education - training city, etc.
At a higher level, in the general global trend of competition not only between cities but also between economic regions, the new city of Da Nang after the merger will also have the basis to enter this big "game" in the future.
The "human" factor
After the merger, Da Nang will have all the strengths as mentioned above. But the most important issue is still the human issue, the team of social management personnel according to the new model, the team of experts, scientists, and high-level technical experts meeting international standards in the fields of economics, science and technology.
We believe that, in the near future, with the combined intelligence and creative aspirations of the people of Quang Nam, along with active, urgent, and systematic preparation in training and attracting technical human resources as in the recent past, especially in the two years 2024 - 2025 after the decisions of the Politburo, the National Assembly, and the Government on investment in accelerating the development of Da Nang, the city will soon have a team of managers, administrators, and experts to meet new development requirements.
Another issue, also related to human beings, is “harmony”, solidarity. An extremely valuable tradition, at the same time a great lesson for the Party Committee and the people of the two localities, which is also a lesson for Da Nang city after the merger, is the issue of building solidarity within the Party Committee and creating consensus among the people. The common spirit emerging from the conferences in recent days to prepare for the merger has been emphasized by key leaders of the two localities.
That is: Unity within the Party, consensus among the people is the most important and meaningful thing, because, above the unification of administrative boundaries and population, the core thing is to unify people's hearts, unify will and courage, and connect the hearts of the people of Quang for the common goal of developing the homeland.
In addition to building and consolidating solidarity and consensus, it is also necessary to identify difficulties and challenges related to the responsibility and public ethics of the city's civil servants after streamlining the apparatus and personnel. It is necessary to rectify the situation of avoiding, pushing away, and fearing responsibility; at the same time, especially focus on nurturing the will and aspiration to rise up, fostering the spirit of self-reliance, raising awareness of responsibility, dedication, daring to think, daring to do for common development.
Faced with the urgent demands of building and developing the city with new stature and scale, with new challenges and opportunities, those qualities need to be maintained, nurtured and enhanced more than ever.
A new Da Nang has been formed. In this historic transformation, as directed by the Central Government, the city needs to position itself not only as the economic and social center of the Central region, but also to demonstrate its pioneering role in the country's modern development process and reach the regional level with the combined strength of the combination of tradition, potential and aspiration to reach out to the sea in the era of digital economy, green economy, for the sustainable existence of the homeland of Quang Nam and of the nation.
