Scientific cooperation in geology and minerals: Enhancing Vietnam relations

Since the establishment of diplomatic relations on February 4, 1950, Vietnam and Poland have had a traditional friendship and cooperation in many fields such as economics, trade, education and training, science and technology, culture, tourism, etc. Poland has trained about 4,000 cadres with university and postgraduate degrees in Vietnam, including over 100 cadres in the geology and mineral sector. Notably, there are two ministers in the Vietnamese Government who were former Geology students in Poland: former Minister of Science, Technology and Environment Chu Tuan Nha and former Minister of Natural Resources and Environment Pham Khoi Nguyen. Technical cadres trained by Poland with high professional qualifications have made active contributions to the cause of building and defending the Fatherland of Vietnam.

Reviewing some results of Vietnam - Poland International Cooperation in the field of Natural Resources and Environment, which have practical significance and achieved many results for Vietnam, including since 1955, Poland has helped build 2 Meteorological - Hydrological research stations located in Sa Pa and Phu Lien Hai Phong ; built Cua Ong Coal Screening Plant, Quang Ninh; established Geological and Mineral Maps of Bao Ha area at scale of 1/100,000 and 1/25,000 on an area of ​​1,500km2.

In 1996, the Polish Academy of Sciences and the Vietnam Academy of Science and Technology signed a Scientific Research Cooperation Program on Geology with 4 major projects continuously implemented from 1996 to 2018, funded by Poland, and having many meaningful results on geological structure, tectonics, geodynamics, magma evolution, mineralogy, etc.

In 1999, the Ministry of Science, Technology and Environment of Vietnam and the Polish State Committee for Scientific Research signed a Scientific and Technological Cooperation Agreement. Based on the signed Agreement, the Polish side has funded a number of scientific research projects in Vietnam in the fields of Geodesy - Remote Sensing, mining industry, shipbuilding industry, etc.

Since 2014, at the initiative of Prof. Tadeusz Slomka - former Rector of AGH University of Science and Technology, Krakow, AGH University Krakow and Hanoi University of Mining and Geology have jointly organized the Vietnam - Poland Conference in Poland and Vietnam to coordinate academic exchange activities, training programs, lecturer and student exchanges between the two schools, and at the same time develop bilateral relations in the field of undergraduate and postgraduate training.

On April 1, 2023, the Prime Minister of Vietnam signed Decision No. 334/QD-TTg approving the Strategy for Geology, Minerals and Mining Industry to 2030, with a vision to 2045. The general objective of the Strategy is to basically complete geological surveys and assessments of strategic and important minerals on land; geological and mineral surveys in coastal and island areas; discovery and investigation of deep-sea and offshore minerals; investigation of other geological conditions to meet the needs of socio-economic development, national mineral reserves, ensuring national defense, security, and natural disaster prevention.

To implement the above Strategy, the Ministry of Natural Resources and Environment has been actively promoting international cooperation to absorb modern science, apply advanced technology in mineral investigation, exploration, exploitation and processing; and encourage cooperation in investigation, exploration and exploitation.

International cooperation and assistance from Poland in the past were one of the important factors contributing to the rapid growth of the Geology and Minerals sector in Vietnam. However, there has been a recent interruption, so the Ministry of Natural Resources and Environment of Vietnam currently does not have an official cooperation program with its respective Polish partners.

To continue the tradition of cooperation between the two countries, the Ministry of Natural Resources and Environment has assigned the Institute of Geosciences and Mineral Resources to take the lead in developing a number of scientific research cooperation programs with Polish partners in the fields of geology and minerals, while preparing technical documents and moving towards building a Vietnam - Poland Tropical Research Center in Vietnam in the future, funded by Poland (in which, a laboratory will be built first at the headquarters of the Institute of Geosciences and Mineral Resources).

Although Vietnam and Poland are geographically far apart, they have many historical similarities, especially the solidarity, friendship and cooperation that have lasted for more than 70 years. The potential for economic, trade and scientific-technological cooperation is huge but has not been fully exploited in recent times.

The Ministry of Natural Resources and Environment, including the Institute of Geosciences and Mineral Resources, always hopes to sign an official cooperation agreement with the corresponding agency of Poland in the near future. This will be the beginning of a new era, a joint effort in science and technology cooperation between Vietnam and Poland, more effective and practical for the benefit of the two peoples.
