- On the morning of July 8, Comrade Tran Hong Minh, Minister of Construction chaired an online meeting with localities (Hanoi, Thai Nguyen, Lang Son, Cao Bang) to discuss and prepare for investment in the expressway routes: Hanoi - Thai Nguyen, Thai Nguyen (old Bac Kan ) - Cao Bang, Thai Nguyen - Lang Son.
Attending the meeting at Lang Son province were comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of provincial departments and branches.
At the meeting, local leaders reported on the implementation of preparations for investment in the Hanoi - Thai Nguyen, Thai Nguyen (formerly Bac Kan) - Cao Bang, and Thai Nguyen - Lang Son expressways.
Accordingly, for the Thai Nguyen - Lang Son expressway, based on the proposal of the People's Committee of Lang Son province (report No. 57/BC-UBND dated February 1, 2025), the Prime Minister has agreed to the policy of studying and adding the Lang Son - Thai Nguyen expressway to the Road Network Planning for the period 2021 - 2030, with a vision to 2050 according to the Law on Planning and research for implementation in the period 2026 - 2030. And implementing the announcement of the Government Office (February 13, 2025) on the conclusion of the Prime Minister at the inspection of key projects in early 2025, the People's Committee of Lang Son province has directed the Department of Transport (now the Department of Construction) to preside over and coordinate with relevant units of Lang Son and Thai Nguyen provinces to organize surveys and select construction options and investment scale.
Speaking at the meeting, Mr. Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee emphasized: with its important role and significance, the Lang Son - Thai Nguyen expressway aims to strengthen traffic connection between the two provinces of Lang Son - Thai Nguyen in particular and the Northern Midlands and Mountains provinces in general, thereby meeting the needs of socio-economic development and promoting border trade.
Implementing the direction of the Prime Minister, the People's Committee of Lang Son province has assigned the provincial departments and branches to deploy a number of tasks related to the project such as field inspection, unification, preliminary establishment of scale and route plan for the Provincial People's Committee to report to the Ministry of Construction.
At the same time, the People's Committee of Lang Son province has submitted to the Ministry of Construction and proposed to add the planning of the Lang Son - Thai Nguyen expressway to the road network planning for the 2021-2030 period, with a vision to 2050.
At the meeting, the Vice Chairman of Lang Son Provincial People's Committee also stated that he agreed with the Ministry of Construction's policy on assigning Thai Nguyen province as the competent authority to implement the Thai Nguyen - Lang Son expressway project as well as to prepare for investment. Lang Son province will actively coordinate with Thai Nguyen province so that the project can be implemented on schedule.
At the meeting, leaders of the Ministry of Construction and a number of related ministries and sectors, together with leaders of the People's Committees of Hanoi, Thai Nguyen, Cao Bang and Lang Son cities, exchanged, discussed and discussed investment plans for expressways; site clearance plans; and discussed investment implementation steps according to state regulations.
Concluding the meeting, Minister of Construction Tran Hong Minh affirmed that the addition of expressways (Hanoi - Thai Nguyen, Thai Nguyen (old Bac Kan) - Cao Bang, Thai Nguyen - Lang Son) is urgent, aiming to concretize the policy of the Politburo and the Government on developing transport infrastructure, promoting regional connectivity, improving transport capacity, and at the same time ensuring national defense and security in border areas.
It is expected that when the expressways are completed, they will contribute to forming a strategic traffic axis connecting the region, creating momentum for the development of industrial parks, clusters, logistics centers and urban areas along the route corridor; improving the transport capacity and circulation of goods between provinces in the region...
The Minister of Construction also requested localities (Hanoi, Thai Nguyen, Lang Son, Cao Bang) to proactively carry out tasks such as establishing investment policies for the Hanoi - Thai Nguyen, Thai Nguyen (formerly Bac Kan) - Cao Bang, Thai Nguyen - Lang Son expressways to put them into public investment; proactively carry out site clearance work to serve the projects.
The Minister of Construction also suggested that after this meeting, local leaders continue to discuss to reach high consensus in investment preparation and project implementation.
The scope and planning location of the Lang Son - Thai Nguyen expressway has its starting point at the intersection with the CT.10 expressway (Dong Dang - Tra Linh section) in Lang Son province; its ending point at the intersection with the CT.07 expressway (old Thai Nguyen - Bac Kan section) in Thai Nguyen province. The total length of the route is about 120 km, of which the section through Lang Son province is about 70 km long, the section through Thai Nguyen province is about 50 km long. The project has a scale of a 4-lane expressway, a design speed of 100 km/h; the roadbed width is from 22.0 - 24.75 m; the total estimated investment for the entire route is about 29 trillion VND, of which the section through Lang Son province is about 18,000 billion VND, the section through Thai Nguyen province is about 11,000 billion VND.
