Guide civil servants, public employees, and workers on principles of using AI chatbots for work

Recently, the Ministry of Science and Technology issued Official Dispatch No. 557/BKHCN-CĐSQG guiding a number of general principles for civil servants, public employees and workers in state agencies using large language models (AI chatbots) for work.

Accordingly, the Ministry of Science and Technology guides units using AI in the spirit of complying with Vietnamese law, ensuring full respect for the rights and legitimate interests of individuals and organizations.

Behavior and conduct when using AI chatbots in work processing must be consistent with the ethical values, culture and fine traditions of the Vietnamese people; comply with regulations and instructions on network safety and security according to the law; be responsible for behavior and conduct when using AI chatbots to serve people and businesses...

Officials, civil servants, public employees, and workers are also advised to use AI chatbots cautiously, effectively, and responsibly; carefully check and evaluate the results provided by AI chatbots before using them. At the same time, do not rely entirely on AI chatbots, but combine them with personal knowledge and experience to make decisions.

Along with that, state agencies need to propagate, disseminate, and guide cadres, civil servants, public employees, and workers to use AI chatbots in accordance with the functions, tasks, powers, and characteristics of the unit, focusing on ensuring network safety and security.

Units are responsible for managing and securing accounts using AI chatbots; managing and assigning access rights in AI chatbots must be appropriate to the functions, tasks, and powers of participating users; gradually forming their own knowledge database, thereby establishing specialized chatbots to serve their unit's operations.

Each civil servant, public employee and employee, when using AI chatbot, must self-manage and be responsible for protecting personal information declared on the unit's platforms and information systems; not disclose login accounts or illegally connect the unit's platforms and information systems to AI chatbot.

When exploiting and using AI chatbots at public Internet access points, users must absolutely not enable password storage mode; do not provide personal data, identity information and other sensitive information of themselves or others to AI chatbots.

Officials, civil servants, public employees and workers in state agencies are also advised not to use AI chatbots for illegal purposes, violations of public morality, or acts such as hacking, creating deep-fakes, and fraud./.
