Guidelines for personnel work of inspection committees at all levels

The Central Inspection Commission (CIC) has issued Guideline 17-HD/UBKTTW guiding personnel work for Inspection Commissions at all levels leading up to the 14th National Congress of the Party.

Accordingly, the Inspection Committees of provincial and centrally-affiliated Party Committees have 11-13 full-time members, while the Inspection Committees of Hanoi and Ho Chi Minh City Party Committees have 13-15 full-time members as decided by the Party Committee. The Chairman is a member of the Standing Committee, with 3-4 Vice-Chairmen, the Permanent Vice-Chairman being a Party Committee member, and a number of other members. The Inspection Committees of Hanoi and Ho Chi Minh City Party Committees have no more than 5 Vice-Chairmen.

The Party Inspection Committees of the Central Party Agencies, the Government Party Committee, the National Assembly Party Committee, and the Vietnam Fatherland Front Party Committee, as well as central mass organizations, have 9-11 members. The Government Party Committee's Inspection Committee has 11-13 members, as decided by the Party Committee, with some members holding concurrent positions, and the head of the Inspection Committee being a deputy secretary or a member of the Party Committee's Standing Committee. The committees have 2-3 full-time members, with the Government Party Committee's Inspection Committee having 3-4 deputy heads, and the permanent deputy head being a Party Committee member.

The Central Military Commission's Inspection Commission consists of 11-13 members, as decided by the Central Military Commission. Of these, 8-10 are full-time members and 3-5 are part-time members. The chairman of the commission is the Director of the General Political Department, the Deputy Minister of National Defense , the Director of the Organization Department, the Director of the Personnel Department, and the Chief Inspector of the Ministry of National Defense. 2-3 members are members of the Central Military Commission. The full-time members include 4 vice-chairmen, a permanent vice-chairman who is a member of the Central Military Commission, and several other members.

The Inspection Committee of the Party Committee of the Central Public Security Ministry consists of 11-13 members, as decided by the Party Committee of the Central Public Security Ministry. Of these, 8-10 are full-time members and 3-5 are part-time members. The Chairman of the Committee is a Deputy Secretary or Standing Committee member of the Party Committee of the Central Public Security Ministry, a Deputy Minister of Public Security, a Director of the Personnel and Organization Department, or the Chief Inspector of the Ministry of Public Security. Two-three members are members of the Party Committee of the Central Public Security Ministry. The full-time members include four Vice-Chairmen, a permanent Vice-Chairman who is a Party Committee member, and several other members.

The Party Inspection Committee of communes and wards directly under the provincial level consists of 3-7 full-time members as decided by the Party Committee, with the deputy secretary or a member of the Party Standing Committee serving as the chairman; there are 1-2 vice-chairmen, one of whom is a Party Committee member. For commune Party committees not subject to merger or consolidation and those in special zones of equivalent size, the committee has 3-5 members. For Party committees of merged or consolidated communes and wards of equivalent size, the committee has 5-7 members.

The Party Disciplinary Committees of Party agencies at the provincial and city levels, the Party Disciplinary Committees of the People's Committees of provinces and cities, and other directly superior Party Disciplinary Committees shall have 5-7 members, with 2-3 members holding concurrent positions as decided by the Party Committee. Among them, the deputy secretary or a member of the Party Committee's Standing Committee shall be the chairman, and there shall be 1-2 vice-chairmen. Full-time members shall include a vice-chairman who is a Party Committee member and several other members.

The Party Committee's Inspection Committee at the grassroots level (Party Committees in grassroots Party organizations directly under the Party Committees of Central Party Agencies, the Government Party Committee, the National Assembly Party Committee, and the Party Committees of the Vietnam Fatherland Front and Central mass organizations; in grassroots Party organizations directly under the Party Committees of Party agencies and the Party Committees of the People's Committees at the provincial level; Party Committees at the grassroots level that are assigned or piloted with some powers from higher levels) has 3-5 members, including full-time and part-time members decided by the Party Committee, with the chairman being the deputy secretary or a member of the Standing Committee of the Party Committee, and one vice-chairman...

Standards for members of the Inspection Committee at all levels

Regarding the standards for members of the Party's Inspection Committee at all levels, Guidance 17-HD/UBKTTW clearly states that they must possess firm political resolve, absolute loyalty to the interests of the Party, the State, and the People. They must have exemplary and upright moral character and lifestyle; strictly adhere to Party regulations, the principle of democratic centralism, self-criticism, and criticism. They must have a strong sense of organizational discipline and high responsibility in their work, maintain internal unity; be thrifty, honest, and impartial; declare assets and income truthfully and transparently; and avoid opportunism, power ambitions, factionalism, corruption, waste, negative practices, and "group interests." In particular, they must not allow their spouse, children, or parents to exploit their position or authority for personal gain. At the same time, they must possess innovative thinking, vision, and a scientific and effective working method. They possess specific achievements, work results, and work "products," experience in Party building work, and knowledge of the field of Party inspection, supervision, and disciplinary enforcement...

The Central Inspection Commission also stipulates that for localities undergoing consolidation or merger, in addition to the above standards, in cases where consideration is needed, priority should be given to selecting the chairman of the Provincial/City Party Committee's Inspection Commission who meets other standards, such as: having served on the Party Committee's executive committee or standing committee, or as the chairman of the Inspection Commission; having experience in Party building work; having experience in leadership and management in areas prone to violations...
