Specifically, for the roads surrounding the Ho Chi Minh Mausoleum area, on Hoang Hoa Tham Street and Ngoc Ha Street, passenger vehicles with 16 seats or more (buses and vehicles of the armed forces are permitted to operate) are prohibited from operating on Hoang Hoa Tham Street (in the direction and section from Mai Xuan Thuong to Ngoc Ha) and on Ngoc Ha Street (in the direction and section from Hoang Hoa Tham to Le Hong Phong).
Authorities also rerouted traffic for passenger vehicles with 16 seats or more on Hoang Hoa Tham Street (in the direction and section from Mai Xuan Thuong Street to Ngoc Ha Street) and on Ngoc Ha Street (in the direction and section from Hoang Hoa Tham Street to Le Hong Phong Street), following the route Mai Xuan Thuong - Hoang Hoa Tham - Hung Vuong - Hoang Van Thu - Doc Lap - Chu Van An - Le Hong Phong - Ngoc Ha - Hoang Hoa Tham. On Le Hong Phong Street, traffic was prohibited for vehicles with more than 16 seats to make U-turns at the Ngoc Ha - Le Hong Phong intersection.
In addition, authorities have also arranged parking spaces to serve the public and international visitors coming to the Ho Chi Minh Mausoleum and to visit the Ba Dinh Historical and Cultural Relic Complex, including: the Ho Chi Minh Museum grounds; the Botanical Garden grounds; parking at Ngoc Ha slope; the Thang Long Imperial Citadel grounds; parking on Yen Phu and Nghi Tam streets; the Quan Ngua Stadium grounds; and parking on Van Cao street.
Notably, to ensure traffic safety and urban order in the area, the Hanoi Department of Construction proposes that the Command of the Ho Chi Minh Mausoleum take the lead in coordinating the provision of information on visiting delegations to the Ho Chi Minh Mausoleum (number, type of vehicles, visiting time, etc.) to the Guard Command, the Management Board of the Ho Chi Minh Mausoleum, the People's Committee of Ba Dinh District, the Traffic Police Department, the Hanoi City Police, the Inspectorate of the Department of Construction, and the units operating the aforementioned parking spaces. This is to facilitate coordinated guidance and traffic flow management for vehicles serving the public and international visitors to the Ho Chi Minh Mausoleum and the Ba Dinh Historical and Cultural Relic Complex.
The Hanoi Department of Construction also requested the Traffic Police Department of the city's Public Security Bureau to develop a plan to deploy forces to guide and direct traffic for passenger vehicles moving from the designated pick-up and drop-off points to the aforementioned parking areas. At the same time, they requested increased patrols and strict handling of violations related to illegal parking, picking up and dropping off passengers, and other acts that disrupt traffic order and safety in the area.
Furthermore, the Hanoi Department of Construction requested the Department of Tourism and the Department of Education and Training to coordinate with the Command of the Ho Chi Minh Mausoleum to send a document to educational institutions in the city, the Departments of Education and Training, the Departments of Tourism of provinces and cities, and travel companies to guide and direct schools in the area to register their schedules for visiting the Ho Chi Minh Mausoleum and the Ba Dinh Historical and Cultural Complex; and to provide information on traffic organization and parking locations to serve the public and international visitors visiting the Ho Chi Minh Mausoleum and the Ba Dinh Historical and Cultural Complex.
