Reviewing the draft resolution submitted to the 30th Session (special topic) of the Provincial People's Council

On the morning of April 27, Comrade Nong Van Tuan, Head of the Legal Committee of the Provincial People's Council chaired a meeting to review the draft resolution submitted to the 30th Session (special session) of the 17th Provincial People's Council, term 2021 - 2026.

Attending were comrade Nong Thanh Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council: leaders of the Department of Justice.

Leaders of the Department of Home Affairs explained and clarified some contents at the meeting.

The meeting reviewed the draft Resolution approving the policy of rearranging commune-level administrative units in the province in 2025; Resolution on rearranging commune-level administrative units in the province; Proposal of the Provincial People's Committee on the dismissal of members of the Provincial People's Committee for the 2021-2026 term.

According to the project to arrange communal-level administrative units, Cao Bang province has 56 communal-level administrative units, including 53 communes and 3 wards. After the arrangement, 105/161 administrative units will be reduced. The rate of people agreeing with the plan to arrange communal-level administrative units is 99.64%. Regarding the plan and roadmap for arranging and perfecting the organizational structure of agencies and organizations, the administrative unit arrangement includes: Party agencies, Vietnam Fatherland Front Committee, socio -political organizations; the organizational structure of local authorities at the communal level includes People's Councils and People's Committees. Regarding educational public service units, 474 schools will be transferred to the new communal-level authorities for management, including secondary schools, primary schools, and kindergartens; for vocational education centers and continuing education centers currently under the district-level People's Committees, they will be transferred to the Department of Education and Training for management and reorganization to provide services in inter-commune areas.

Regarding the plan to arrange and reorganize medical facilities at district and city levels, maintain existing general hospitals and convert them into regional medical centers; maintain and preserve existing regional general clinics and commune and ward health stations and transfer them to the People's Committees of new communes and wards for management.

Plan and roadmap for arranging and reorganizing cadres, civil servants, public employees, workers and part-time workers at the commune level after the reorganization of administrative units. In the immediate future, the number of cadres, civil servants and public employees at the district level and existing cadres and civil servants at the commune level before the reorganization will be maintained to arrange for the new administrative units to review and streamline the payroll in conjunction with the structure and improve the quality of the cadres, civil servants and public employees at the commune level to meet the requirements of the tasks, ensuring the 5-year term as prescribed.

Regarding the arrangement of public assets after the merger, localities shall base on the actual situation in the locality to develop plans to arrange existing offices for use as offices of new administrative units after the merger, ensuring convenient location and meeting the need for working space. At the same time, arrange some offices to be used as public housing to ensure working conditions and accommodation for cadres, civil servants, public employees and workers of the new administrative units; specific policies for commune-level administrative units formed after the arrangement and merger...

At the meeting, delegates basically agreed with the draft resolutions; however, some words and phrases needed to be edited appropriately. At the same time, leaders of the Department of Home Affairs explained and clarified some contents discussed and commented by delegates.

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Nong Van Tuan requested the drafting agency to absorb and supplement the delegates' opinions and complete the draft resolutions to be submitted to the 30th Session (special topic) of the Provincial People's Council.
