Below are key task groups in the fourth quarter of 2025 that will be focused on to ensure the completion of the set goals:
Perfecting institutions and promoting digitalization
As required, Party Committees under the Provincial Party Committee must direct agencies, units and localities to proactively review and supplement regulations and professional processes to ensure the implementation of Resolution No. 57-NQ/TW on schedule and effectively. An important target is to digitize at least 30% of documents that need to be digitized by 2025.
Ensuring network security and information security
Considered an urgent task, the work of network security and information security is in charge of the Provincial Police Party Committee, in which the Provincial Police is assigned to preside over and coordinate with staff units to complete the Provincial Cyber Security Steering Committee, expected to be completed in November 2025 according to Plan No. KH/CQTTBCĐTW dated October 20, 2025.
Units must promote the dissemination of laws related to information security and network security; at the same time, conduct a comprehensive review and assessment of the security level of the information system and recommend increasing human resources for this work. In addition, solutions must be deployed synchronously from network infrastructure, terminals to applications, services, data and users; units are responsible for ensuring accurate, complete, timely data and maintaining connections to share network security monitoring data with the National Cyber Security Center.
Ensuring financial resources and digital infrastructure
The Provincial Party Committee is assigned to direct its affiliated units to ensure sufficient financial resources for network security, information security and data safety. In particular, network security, information security and data safety must be included in all information technology projects; the funding ratio for network security products and services must reach 15% of the total funding of each information technology project in the area.
Regarding digital infrastructure, the Provincial People's Committee must urgently deploy information technology projects that have been allocated capital for the period 2025-2030; at the same time, the Party Committees of communes and wards must direct the allocation of funds to upgrade information technology equipment and technical infrastructure, especially terminals for users, and basically complete before December 31, 2025. Information systems and application software according to the plans of the Central and the province need to be received and put into operation.
Human resource development and enhanced propaganda
Training and fostering human resources is identified as a key task. The Provincial Party Committee Office and the Provincial Party Committee's Propaganda and Mass Mobilization Department continue to review and innovate the content and methods of propaganda and digital skills training. The issuance of handbooks and guidelines for implementing Resolution No. 57-NQ/TW needs to be done promptly.
In addition, the Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee must direct the development and arrangement of human resources to serve the digital transformation, and at the same time advise on mechanisms, policies to attract and preferential treatment of the Central and the province to develop human resources to serve science and technology, innovation and digital transformation in Cao Bang.
Enhance leadership and reporting responsibilities
Agencies, units and localities must strengthen direction and be responsible to the Standing Committee of the Provincial Steering Committee for the results of implementing the tasks of Resolution No. 57-NQ/TW, Decision No. 204-QD/TW, Resolution No. 71/NQ-CP and related documents.
Units must strictly implement Regulation No. 03-QC/BCĐTW dated June 23, 2025 on receiving, handling feedback, recommendations and initiatives on science and technology development, innovation and digital transformation. Reporting on implementation results, with evidence, must be regularly carried out through the Monitoring and Evaluation System of Resolution No. 57-NQ/TW according to Regulation No. 02-QC/BCĐTW dated June 10, 2025. At the same time, Party committees at all levels need to summarize, draw lessons and propose solutions to improve efficiency, and at the same time develop a plan to implement Resolution No. 57-NQ/TW for 2026 and the following years.
Cao Bang's acceleration of the completion of year-end tasks according to Resolution 57-NQ/TW shows the province's great determination in achieving the goals of digital transformation, cybersecurity and human resource development before December 31, 2025.
