Ministry of Culture, Sports and Tourism issues Plan to select and send candidates for training and development abroad in 2025

Accordingly, the Minister of Culture, Sports and Tourism decided to assign the Department of Science, Technology, Training and Environment to preside over and coordinate with relevant units to organize the selection of candidates and send them for training and development abroad in 2025 in the field of culture and arts according to the Project "Training and developing cultural and artistic human resources abroad until 2030" approved by the Prime Minister in Decision No. 1437/QD-TTg dated July 19, 2016.

The Plan for Selection and Sending Candidates for Training and Development Abroad in 2025 under the Project "Training and Developing Cultural and Artistic Human Resources Abroad to 2030" approved by the Prime Minister in Decision No. 1437/QD-TTg dated July 19, 2016 clearly states that the purpose of the Plan is to select candidates who meet the requirements of professional competence, training and foreign languages ​​to send them for training and development to improve their qualifications abroad, supplementing high-quality human resources in the field of culture and art for the industry and the country in accordance with the viewpoints and objectives of the Project "Training and Developing Cultural and Artistic Human Resources Abroad to 2030".

The selection is guaranteed to be transparent, with the right subjects and criteria; and to comply with regulations on quotas, industries/specialties, and countries selected to send people for training and development.

The plan also clearly states the long-term training contents including: Time, scope, implementation form; Targets and countries sending for training; Candidates and standards; Selection principles and criteria; Admission notice and application documents; Selection council; Foreign language training after admission and political and ideological training before sending for training abroad.

Short-term training contents include: Time, scope, implementation form; Targets and countries sending for short-term training; Candidates and recruitment standards; Admission notice and application documents; Selection council for candidates for short-term internships and training abroad; Contacting internship and training facilities and sending for internships and training.

The Department of Science, Technology, Training and Environment is the unit in charge of enrollment, coordinating with relevant units to develop the Announcement of enrollment for studying abroad under the Project "Training and fostering cultural and artistic human resources abroad until 2030" to submit to the Ministry's leaders for approval; is the focal point for organizing the selection and sending candidates for training and fostering abroad after approval.

Training institutions, research institutes, performing units and agencies and units operating in the field of culture and arts shall widely disseminate the recruitment plan and notice to relevant subjects; create favorable conditions for candidates who meet the necessary conditions to register for the recruitment; organize selection at the grassroots level and send the list with the candidate's application within the deadline and recruitment regulations; be responsible for the selection results of their unit (if any) and for the confirmation content in the candidate's application and send individuals for training abroad according to the instructions.

During the implementation of the Plan, if there are any problems, the units shall promptly report to the Ministry of Culture, Sports and Tourism (through the Department of Science, Technology, Training and Environment). The Department of Science, Technology, Training and Environment shall monitor and urge the implementation of this Plan; synthesize and propose to the Ministry's leaders to direct and promptly handle difficulties and problems during the implementation process.

The budget for implementing the selection task of the Ministerial Council and sending candidates for training and development abroad in the field of culture and arts in 2025 is taken from the 2025 budget spent at the Office of the Ministry of Culture, Sports and Tourism on implementing the Project "Training and developing human resources in culture and arts abroad until 2030" approved by the Prime Minister in Decision No. 1437/QD-TTg dated July 19, 2016./.
