Effectively exploit the Red River tourism route connecting Hung Yen province with Hanoi city and the northern provinces.

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 942/QD-TTg dated May 15, 2025 of the Prime Minister approving the investment policy of the Khoai Chau Golf Course, Eco-tourism and Urban Complex Project in Hung Yen province.

Accordingly, the Prime Minister approved the investment policy of the Khoai Chau Urban, Eco-tourism and Golf Course Complex in Hung Yen province at the proposal of the Ministry of Finance and the People's Committee of Hung Yen province with the following contents.

Project Name: Khoai Chau urban, eco-tourism and golf course complex (the commercial name of the project is decided by the investor after being selected in accordance with regulations).

Project implementation location: Tu Dan, Tan Chau, Dong Ket, Dong Ninh, Dai Tap, Lien Khe, Chi Minh, Khoai Chau district, Hung Yen province. The total land area within the planning scope is 990.43 hectares.

Investment objective: Investing in an urban complex, resort, eco-tourism, sports and high-class golf course according to international standards with synchronous technical and social infrastructure. Thereby, maximizing the potential and advantages of the area; improving the efficiency of land use; improving the health and quality of life of the people, gradually exploiting the Red River tourism route connecting Hung Yen province with Hanoi city and the northern provinces, attracting tourists to visit and relax; increasing local budget revenue, contributing to the socio-economic development of the area.

Perspective of Khoai Chau Urban Complex and Ecological Area project.

The People's Committee of Hung Yen province is fully responsible to the competent authority, the Government Party Committee, and the Prime Minister for the content of the report, the basis, and the proposed basis, and has been directed by the competent authority of the Party and State in Official Dispatch No. 14000-CV/VPTW dated March 27, 2025 of the Central Party Office; commits to and is responsible for the information and content of the report.

Based on the project investment policy, the process of project establishment and implementation, the People's Committee of Hung Yen province is responsible for selecting investors in accordance with legal regulations, ensuring that the project investors are selected correctly and fully in accordance with the contents reported by the People's Committee of Hung Yen province in Official Letter No. 34/BC-UBND dated March 20, 2025 and approved by competent authorities in Official Letter No. 14000-CV/VPTW dated March 27, 2025 of the Central Office of the Party; the specific mechanisms approved by competent authorities in the above document shall only be applied when the investors ensure that they meet all the conditions in Official Letter No. 14000-CV/VPTW dated March 27, 2025 of the Central Office of the Party; Fully absorb the opinions of relevant ministries and agencies, effectively manage land resources, avoid loopholes that cause loss and waste of State assets and resources; strictly ensure compliance with Vietnamese and international laws, avoid loopholes and disputes.

The People's Committee of Hung Yen province urgently implements the adjustment of the Housing Development Program of Hung Yen province for the period 2021-2030, the Housing Development Plan of Hung Yen province. The project can only be invested when the adjustment of the Provincial Housing Program and Plan for the period 2021-2030 is approved by the Provincial People's Council; adjusts construction planning, land use planning, land use planning and other related planning and plans.

Coordinate with the selected investor to complete all procedures and regulations on dykes, flood drainage, irrigation, water resources, land, and environment; closely coordinate with the Ministry of Agriculture and Environment to implement related contents, according to the provisions of law; coordinate with the selected investor and relevant agencies in relocating the 220 Kv dual-network line Thuong Tin - Kim Dong.

Responsible for monitoring, inspecting and supervising the implementation of the Project to ensure proper and full implementation of legal regulations; ensuring security, national defense, disaster prevention and response and climate change; not allowing impacts affecting the people, causing complaints and lawsuits...

The decision also clearly states the responsibilities of relevant agencies, organizations and individuals in implementing the investment project. In particular, the Ministry of Culture, Sports and Tourism is responsible for guiding the People's Committee of Hung Yen province and the Investor on the contents related to their functions and tasks.
