On the morning of May 21, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien led a working delegation of the province to directly inspect the progress of the project to upgrade the traffic road into the center of Nhon Mai and Mai Son communes, Tuong Duong district. Accompanying him were representatives of leaders of relevant departments, branches, sectors and units.

The project to upgrade the road to the center of Nhon Mai and Mai Son communes has a total length of 12.52 km, built according to the standards of grade VI mountainous roads with a design speed of 20 km/h. The project has 3 large bridges including Suoi Hoc, Cha Lai 1 and Cha Lai 2. The total investment of the project is nearly 429 billion VND, of which the construction and installation part accounts for more than 345 billion VND.
This is a key project using capital from the National Target Program, contributing to improving travel conditions for people in remote communes, promoting local socio -economic development.

As of mid-May 2025, the project has disbursed 237.4/383.4 billion VND, reaching 61.9%. Currently, the total construction value of the entire project has reached 116.45/337.9 billion VND, equivalent to 34.5%. Some items have been basically completed such as Cha Lai 2 bridge reaching over 99%, Cha Lai 1 bridge reaching over 90%, the route reaching 53.7%.

During the construction process, the project encountered many difficulties and obstacles. Contractors and construction forces worked in extremely complex terrain conditions when passing through protected forests, natural forests and high, rugged mountainous areas. Site clearance therefore encountered many obstacles, and by December 2024, the entire 12.5 km of site assigned to the construction unit was only completed, greatly affecting the implementation plan.
Besides, the construction area is far from the center, traffic is inconvenient, most of the materials and equipment must be transported by waterway through Ban Ve hydroelectric lake, increasing costs and prolonging supply time.

In particular, Suoi Hoc Bridge - the largest structure of the project, is located entirely within the hydroelectric reservoir, with a water level of up to 50m deep, and can only be constructed during the dry season from April to July. In 2024, the lake water level rose abnormally, causing the actual construction time to last less than 2 months, seriously affecting the progress of the construction of the pillars in the middle of the lake.
In addition, the construction of bored piles, cantilevering, and girder installation at large bridges requires high technical skills, while unpredictable weather and terrain conditions continue to be a challenge for contractors during project implementation.

Through the on-site inspection, Vice Chairman of the Provincial People's Committee Hoang Phu Hien acknowledged the efforts of the units and contractors implementing the project in difficult terrain and weather conditions.
The Vice Chairman of the Provincial People's Committee requested contractors to urgently mobilize human resources and equipment, making the most of the dry season to speed up progress, especially the construction of Suoi Hoc bridge items - a complex project that greatly affects the entire project progress.

The provincial leaders also assigned the Department of Construction to preside over and closely coordinate with relevant departments and branches to regularly inspect, urge, and support the removal of technical and administrative difficulties, ensuring that the project is completed on schedule, with absolute quality and safety, and soon brings into play its effectiveness...
