Nghe An speeds up disbursement of public investment capital for key projects

Efforts to hand over the site

One of the key inter-regional projects in the area is the Coastal Road from Nghi Son (Thanh Hoa province) to Cua Lo ( Nghe An ) from Km7-Km76, the scale of a level III delta road. The project has a total investment of 4,651 billion VND, of which the construction cost is 3,202 billion VND; the site clearance cost is 933.6 billion VND; the contingency cost and other costs are 515.4 billion VND. The project passes through many localities, so the volume of site clearance is very large.

By the end of April 2025, with the efforts of Party committees, authorities and departments, the land acquisition work of the Coastal Road Project from Nghi Son - Cua Lo has handed over 59.56 km/59.91 km of land, reaching 99.4%; the remaining 0.35 km/17 households of residential land. Construction has been deployed since February 2022, currently the units are focusing on speeding up the construction progress of the sections with available land.

According to the Department of Finance, the capital and disbursement plan for the Project in 2025 is 435,914 billion VND, of which the Central Budget is 361,738 billion VND and the local budget is 74,176 billion VND. To date, 36.29 billion VND has been disbursed, reaching 8.33%.

Another project that is also regularly urged by the Provincial Working Group on Public Investment Disbursement is the Nghe An Oncology Hospital Construction Project (Phase 2). By the end of April 2025, the main building block had completed about 90%. As for the construction equipment, most of it has been brought to the construction site and the installation of elevators, air conditioners, clean air, operating room interiors, and central medical gas has basically been completed. Terminal equipment is currently being installed to promptly put the project into use in the second quarter of 2025. Other auxiliary items and technical infrastructure are also being synchronously constructed: Funeral home, wastewater treatment plant, transformer station have been basically completed...

To keep up with the Capital and Disbursement Plan, it is expected that in 2025, the capital for the Oncology Hospital Construction Project will disburse more than 217/404 billion VND.

The project to renovate and expand National Highway 46, Vinh - Nam Dan section, is also one of the projects that the Central Government is interested in. Currently, according to the People's Committee of Nam Dan district, the project has a total estimated investment of 500 billion VND, using the medium-term capital of the Central Government. Of which, the compensation cost for land acquisition and clearance is more than 166 billion VND. By the end of April 2025, 6km/10.69km of the route had been cleared (reaching 56%). The expanded route passes through the communes and towns of Nam Dan, Xuan Hoa, Hung Tien, Nam Linh, Kim Lien and Nam Giang in Nam Dan district.

The representative of Project Management Board 85, the investor, said that in order to complete the land acquisition and clearance, it is necessary to resolve issues related to determining and applying compensation prices for garden and pond land attached to residential land, issues related to electricity, water, and trees within the project construction scope. Mr. Nguyen Hong Son - Chairman of Nam Dan District People's Committee also said that the locality is currently coordinating with all levels and sectors to speed up the determination of land origin and compensation prices according to the latest regulations. Within the scope of the project, there are 202 households whose land plots are fully recognized as residential land, while the remaining 338 households have both residential land and garden and pond land.

District level proactively transfers investors

2025 is the final year of the medium-term public investment plan for the 2021-2025 period, which is of great significance. Therefore, from the beginning of the year, the Government, the Prime Minister and 07 public investment working groups have paid attention, directed strongly and closely, organized work with localities and directly inspected many key infrastructure projects and works to urge progress and remove difficulties and obstacles.

Comrade Bui Thanh An - Member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Committee said that Nghe An has promptly implemented the project right after the Prime Minister's Decision. The total plan is over 10 trillion VND, and so far the province has allocated 9,068 billion VND in detail (reaching 90.65%). As of May 10, Nghe An has disbursed 25.49% of the total plan and 28.12% of the assigned plan, higher than the same period in 2024 (26.36%). In particular, some sources of disbursement have achieved quite well, such as: National Target Program on New Rural Construction (reaching 59.65%), local budget (reaching 27.08%), etc.

In particular, the province's key inter-regional projects have basically ensured progress, with construction volume reaching about 90%, and Nghe An Oncology Hospital is expected to be put into use in the second quarter of 2025. The coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7-Km76, is expected to be completed in September 2025.

The Standing Vice Chairman of the Provincial People's Committee also said that although the overall results were quite positive, after reviewing, there were still difficulties and obstacles affecting the progress of the projects. For example, difficulties in site clearance related to determining the origin of the land, people did not agree with the compensation plan... The progress of some documents and procedures took a long time such as project adjustment, conversion of forest use purposes, planning adjustment, implementation of new project procedures related to construction drawing design, bidding... In addition, due to the impact of terrain factors, unfavorable weather, lack of raw materials, especially in some mountainous districts with large capital plans of the National Target Program.

In localities, implementing Conclusions No. 126-KL/TW dated February 14, 2025 and No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat, to ensure effective use of investment capital, avoid waste, and meet the needs of units after restructuring and streamlining the apparatus, the Provincial People's Committee has issued many official dispatches directing and guiding localities and units to review and temporarily suspend the implementation of new investment projects and works, repair, renovation, and upgrading of working headquarters.

At the same time, temporarily stop the advance payment of capital for basic construction investment for works and projects using state budget sources from the provincial budget from March 4, 2025; only make capital payments for completed volumes according to regulations. This is one of the factors that will affect the progress of disbursement of general public investment capital of the province.

Therefore, the provincial working group in charge of public investment will continue to work with localities and relevant units to remove difficulties and promote disbursement of the 2025 public investment plan to achieve the target of 100% assigned by the Government. In particular, the province is currently directing the district level to proactively transfer investors when implementing the 2-level local model to ensure that there is no interruption or delay in the implementation and disbursement of projects.
