The Central Organizing Committee has just sent an official dispatch to the standing committees of provincial, municipal, and central party committees, providing guidance on some contents of newly established commune-level party congresses and the implementation of party organization streamlining and rearrangement.
Regarding the implementation of the arrangement and streamlining of the Party organization, the Central Organizing Committee stated that the Standing Committee of the provincial Party Committee before the merger or consolidation is responsible for leading, directing, and concretizing the Central's instructions; developing a project to end the activities of the current district-level and commune-level Party Committees, ensuring synchronization with the time of establishing new commune-level Party Committees.
For party committees that were previously the superior party committees directly organizing grassroots party organizations and are now reorganized into grassroots party committees, the subordinate party organizations will temporarily remain grassroots party committees.
The Organizing Committee also provides guidance on determining the party organization model and appointing personnel to participate in newly established commune-level party committees and inspection committees.
Specifically, according to the Central Executive Committee's Regulations on the implementation of the Party Charter, Directive 45, Conclusion 150, the newly established commune-level party committee is the party committee directly above the grassroots level directly under the provincial and municipal party committees; orienting the human resources of the commune-level party committee, including: committee members, standing committee members, district-level inspection committee members, after completing their activities, are mobilized and assigned to the commune level; incumbent commune-level committee members and external human resources, basically meeting the standards and conditions according to regulations.
The time to calculate the age to participate in the newly established commune-level Party Committee is July 2025 and to complete the organization of the commune-level Party Congress before August 31, 2025.
"The Politburo held a meeting with the Standing Committees of the Provincial and Municipal Party Committees to specify the standards and procedures for appointing personnel to participate in the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Commune-level Party Committees for the 2025-2030 term," the guidelines stated.
The Central Organizing Committee emphasized that the newly established commune-level party committee is the direct superior party committee of the grassroots party organization directly under the provincial and municipal party committees, different from the current commune-level party committee, which is a grassroots party committee directly under the district-level party committee. At the same time, according to regulations, the standing committees of provincial and municipal party committees appoint personnel to participate in the commune-level party committee for one term (2025-2030).
The Central Organizing Committee also provides guidance on the age of participation in the newly established commune-level Party Committee for the 2025-2030 term. Accordingly, the age of participation for the first time must have at least 60 months of working time or more according to Directive 45 of the Politburo .
The age for re-election must have at least 48 months of working time or more according to Directive 45 of the Politburo, applicable to the following positions: District-level Party Committee members for the 2020-2025 term and equivalent or higher; for current commune-level Party Committees (secretaries, deputy secretaries, members of the Party Committee's Standing Committee, police chiefs, and commanders of commune-level military commands; these personnel must ensure the standards and conditions according to regulations).
The Central Organizing Committee's guidelines also outline the process of appointing personnel for newly established commune-level Party committees for the 2025-2030 term. Accordingly, there will be 3 steps, including: developing and approving personnel plans; reviewing and evaluating personnel; and appointing personnel.
“Based on current regulations and on the results of personnel assessment, the provincial and municipal Party Committees' organizing committees shall report to the provincial and municipal Party Committees' standing committees for consideration and decision on the appointment of personnel for the executive committee, standing committee, secretary, deputy secretary, and inspection committee of the commune-level Party Committee for the 2025-2030 term according to their authority,” the guidelines state.
