Nghe An: 33 medium-term investment projects proposed to adjust budget capital sources

Accordingly, from 2024, based on proposals from agencies, units, and localities and to speed up the implementation of projects, Nghe An Provincial People 's Committee issued Decision No. 3468/QD-UBND dated December 16, 2024, allocating provincial budget resources from land use fee revenue to 33 projects.

To ensure the capital structure is consistent with the allocated resources, the Department of Finance requests investors to urgently carry out procedures to adjust the detailed provincial budget capital in the source structure of 33 projects as follows:

Details and specifics of each provincial budget source in the capital structure in the Decision approving the investment policy and project approval; For each project, please clearly state the provincial budget source, including details and specifics of each provincial budget source such as increased revenue, expenditure savings; targeted central supplement; compensation, support for site clearance... have been arranged; the remaining capital has not been arranged.

Proposed adjustment of provincial budget capital, including:

- For the allocated capital sources, record in detail each capital source (such as increased revenue, expenditure savings, targeted central government supplements, compensation, site clearance support, etc.) in the structure of the provincial budget capital sources allocated.

- Unallocated budget capital, propose to adjust the above-mentioned unallocated provincial budget capital to "Provincial budget capital outside the medium-term public investment plan".

In the above document, the Department of Finance requested investors to review and submit to competent authorities to adjust the decision approving the investment policy and adjust the decision approving the project for timely implementation.

According to the detailed list of 33 projects arranged from land use fee revenue according to Decision No. 3468/QD-UBND dated December 16, 2024 attached to the above document, 33 project investors are allocated VND 297,059 billion to carry out projects and investment items.

1. Center for preservation and promotion of Nghe Tinh Vi Dam folk song heritage: 30 billion VND.

2. Inter-commune road from Tay Son to Na Ngoi, Ky Son: 25 billion VND.

3 Do Luong I High Schools, Do Luong District: 25 billion VND.

4. Construction of roads and flood-proof bridges in Chau Kim and Que Phong communes: 20 billion VND.

5. Construction of Pha Lai bridge, Mon Son commune, Con Cuong: 20 billion VND.

6. Road repair, drainage system addition and traffic safety on provincial road 534, km 3+900 - km 10+400 Nghe An: 15 billion VND.

7. Construction of Hoi Quai bridge, km 0 + 224 km of provincial road 534, Nghe An: 10 billion VND.

8. Construction of a connecting road between National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) and National Highway 48E: 15 billion VND.

9. Construction of service roads, fences to remove 7 self-opened paths along the North-South railway, Nghe An province: 5 billion VND.

10. Repair and upgrade inner-city roads in Tan Ky town, Tan Ky district: 15 billion VND.

11. Construction of a 4-storey, 18-room school building for Huynh Thuc Khang High School (Vinh): 10 billion VND.

12. Construction of the headquarters of the Regional Traffic Inspection Team under the Department of Transport Inspectorate in Do Luong town: 3,635 billion VND.

13. Renovation and repair of the Provincial Inspectorate's office: 5.9 billion VND.

14. Upgrading the Western Nghe An Ethnic Culture Museum in Quy Chau: 5 billion VND.

15. Renovation, upgrading and construction of some items of Na Loi Ethnic Boarding School, Ky Son: 5 billion VND.

16. Repair and upgrade of Nghe An Irrigation Department headquarters: 5 billion VND.

17. Renovation and upgrading of 3-storey and 2-storey classrooms and auxiliary works of Le Hong Phong High School, Hung Nguyen: 6 billion VND.

18. Renovation and upgrading of 3-storey school building, 2-storey school building, head office, and cafeteria of Tuong Duong 1 High School, Tuong Duong: 6 billion VND.

19. Renovation and upgrading of Dang Thai Mai High School, Thanh Chuong: 6 billion VND

27. Showroom introducing industrial products, handicrafts, energy saving and OCOP products: 2,524 billion VND.

28. Nghe An Department of Justice office: 5 billion VND.

29. Hoang Mai II Industrial Park drainage system: 2.5 billion VND.
