The delegation inspected the progress of the project to renovate and upgrade provincial road 532, section Km0+00 - Km28+00. The project started construction at the end of 2024 with the scale of a grade V mountainous road, with a total investment of 287 billion VND. The route plays an important connecting role between mountainous communes of Quy Hop district, not only serving travel but also opening up economic development and trade opportunities for local people.

As of mid-May 2025, the construction progress reached about 20% of the contract value. The main reason is that the site clearance work is still slow, with only more than 23.6/28 km of the main route and 46/97 culvert locations completed. The remaining length that needs to be cleared is 4.35 km, passing through 5 communes: Chau Loc, Lien Hop, Chau Tien, Chau Hong, Chau Thanh, including 17 households that need to be resettled due to housing impacts.

On-site inspection showed that the contractor's mobilization of human resources, equipment and materials did not meet requirements, the volume of excavation and roadbed construction was low, affecting the progress of the entire route.

Faced with this situation, the Vice Chairman of the Provincial People's Committee requested units and localities to focus on site clearance, especially at locations with affected houses, to be completed by June 2025. Special priority is given to drainage locations to complete construction before the rainy season. At the same time, the contractors are directed to add new construction sites, increase equipment and personnel to take advantage of favorable weather conditions in the dry season, striving to basically complete the route in 2025 and hand it over in the first quarter of 2026.

Next, the delegation inspected the progress of the Chau Dinh - Ban Khua inter-commune road, Chau Ly commune, Quy Hop district. This is a key traffic project invested with a total cost of more than 36.3 billion VND with a construction scale of 7.3km of grade VI mountainous road.

Currently, the project has completed about 60% of the volume, expected to be completed by the end of 2025. The Vice Chairman of the Provincial People's Committee requested units and localities to speed up the construction progress, regarding the biggest difficulty of the lack of land for roadbed filling, requiring localities to complete the documents and submit them to the Provincial People's Committee for guidance on solutions.

Also during this working trip, the working group conducted a field survey of the water intake location for the Quy Hop Town Water Supply Station – an urgent project to ensure domestic water for thousands of households. After the survey, the group agreed to choose Nam Choong stream (Chau Dinh commune) as the new water supply source.

The Vice Chairman of the Provincial People's Committee requested relevant units to promptly complete the assessment of water quality and flow, and at the same time requested to tighten the management of mineral activities and strictly protect the upstream area to ensure long-term safety for domestic water supply. The People's Committee of Quy Hop district coordinated with Nghe An Water Supply Joint Stock Company to develop a plan for water supply service prices and submit it to relevant levels for consideration and approval.
