At the National Conference to disseminate and implement Resolution No. 66 and Resolution No. 68 of the Politburo on the morning of May 18, Prime Minister Pham Minh Chinh said that the Government has directed the Ministry of Home Affairs to prepare to launch a movement for the entire people to compete to get rich, contribute to building and protecting the socialist Vietnamese Fatherland.

Get rich faster, more effectively
Commenting on this issue, Dr. Le Dang Doanh, former Director of the Central Institute for Economic Management, said that this is the first time after nearly 40 years of Renovation that a Party and State leader has announced to cadres, party members and all the people that we will "compete to get rich".
Recalling the socio-economic development process over the past years, Mr. Doanh said that, besides the great achievements, the problem of rich-poor polarization has become more obvious since Vietnam transformed from a subsidized economy to a commodity economy, operating under a market mechanism.
While a segment of the population becomes rich quickly due to advantages in land, capital, health, intelligence, etc., another segment of the population remains poor due to disadvantages in life.
From that reality, the "self-help" movement to eliminate hunger and reduce poverty was launched by socio-political organizations in Ho Chi Minh City in the early 90s of the 20th century.
By the end of 1992, from the movement of hunger eradication and poverty reduction, the Hunger Eradication and Poverty Reduction Program (originally named "Program to strive to narrow and gradually eliminate poor households") of Ho Chi Minh City was born; and then quickly became a National Program that has been continuously maintained and developed until today. Hunger eradication and poverty reduction is a large-scale national program that lasts for many years.
Basically, we have gradually escaped the period of "hunger eradication and poverty reduction" and can now move to a higher level of development, which is to get rich and encourage the whole population to participate and compete to get rich in a legitimate way.

Based on the country's increasingly high socio-economic development, Mr. Doanh said that since 2012, the Government has issued decisions approving the National Target Program on Sustainable Poverty Reduction for the periods 2012-2015, 2016-2020 and 2021-2025. These programs are organized with the aim of reducing poverty in disadvantaged areas and regions.
" That consistent process and the Prime Minister's speech today are a welcome development. Basically, we have gradually escaped the period of "hunger eradication and poverty reduction" and can now move to a higher level of development, which is to enrich and encourage the entire population to participate and compete to enrich themselves legitimately, within the framework of the law, to enrich themselves faster and more effectively, " Dr. Doanh emphasized.
Sharing the same view, Associate Professor Dr. Tran Dinh Thien, member of the Prime Minister's Policy Advisory Council, said that at this time, the Government and the Prime Minister's decision to launch a movement for the entire population to compete to get rich is completely appropriate.
" I think the Government's goal when launching the movement is to "untie" people so that they can fully develop their capacity, opening up the spirit of competition among the people, competing to develop the economy, " Mr. Thien commented.
Stating that the nature of the market is competitive and that this momentum must be maintained with persistence and continuity, Associate Professor, Dr. Tran Dinh Thien noted that when designing a movement, it is necessary to be practical and synchronous to create more competitiveness for the market, avoiding the situation of "the elephant's head and the mouse's tail".
Wealth is not just about money and income.
Dr. Vo Tri Thanh, Director of the Institute for Brand and Competitiveness Strategy Research, said that the "statement" of the Government leader today reminded him of President Ho Chi Minh's wish for Vietnam to "stand shoulder to shoulder with the world powers".
" When our nation was still very poor, still had to popularize education, eliminate illiteracy... Uncle Ho had that great aspiration. Now, more or less, we have food and property, have more prosperous development after 40 years of Renovation, so we have more dreams, to realize that strong aspiration. The whole people competing to get rich is also a way to realize the aspiration to stand shoulder to shoulder with the world's great powers ," Mr. Thanh emphasized.
Dr. Thanh said that the desire to get rich has been mentioned a lot in documents, books, radio and television programs for decades. But this time, that desire is emphasized and expressed more strongly because it is associated with 2 stories.
Wealth must be associated with the story of sustainable development, inclusive development, spiritual wealth, and cultural wealth.

Firstly, we set very specific and clear goals for the coming period, such as: striving to become a developing country with modern industry and high average income by 2030, among the top 30 economies with the world's leading GDP scale, creating a solid foundation for our country to become a developed country with high income, rich, prosperous, civilized and happy by 2045.
Second, the Politburo issued Resolution 68 on private economic development. In essence, it talks about the private sector, but behind it is the expression of the aspirations of the people, of policy makers, and of the nation to rise up.
" Wealth here is not simply rich in money, income and associated with high growth stories. That is important but not enough. Wealth must be associated with the story of sustainable development, inclusive development and rich in spirit, rich in culture, " said the Director of the Institute for Brand Strategy and Competition Research.
Discussing together, Associate Professor Dr. Vo Dai Luoc, former Director of the Institute of World Economics and Politics, said that when we have more billionaires, they will use part of their assets to support cultural, social, educational, and medical issues...
According to Mr. Luoc, in the US, there are many public universities but billionaires support them greatly, even some schools only receive 40% of the state budget, the rest is supported by private businesses.
" Therefore, Resolution 68 was issued by the Politburo very promptly and appropriately to encourage private enterprises to get rich. And when the emulation movement mentioned by the Prime Minister is implemented, it will create motivation for the whole population to get rich. Then those billionaires will contribute and support the development of the State and society, " Associate Professor, Dr. Vo Dai Luoc stated his opinion.
