Solution to the delay
The project belongs to level IV technical infrastructure, invested by the Bac Me District Construction Investment Project Management Board (old), with a total investment of nearly 20 billion VND from the capital source of the National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2025. The project has a total scale of 3 ground areas of over 8,155 m2; cement concrete roads; patterned brick pavement structure; earth retaining wall to protect the underground slope; rainwater and domestic water drainage systems are arranged on both sides along the main road; the water supply system utilizes existing water tanks and filter tanks...
The project is scheduled to be completed in 2025, but so far the project has only completed leveling site 1 with an area of over 2,173 m2, site 2 over 1,634 m2 and site 3 with an area of nearly 3,500 m2 has not been completed. Mr. Pham Van Hung, Director of Tien Phat 7979 LLC - the construction unit, said: By the end of September 2025, the project has completed over 75% of the total scale, of which sites 1 and 2 have been completed and can be put into use; for site 3, it was delayed due to heavy rain, while the construction terrain is complicated, a lot of leveling is required, and the conditions for transporting materials are very difficult; some households have not agreed to the compensation price for assets on the land; some households in the relocation area are still concerned about the resettlement location, the infrastructure for living and production in the new planning area has not been completed, so they are not really assured.
Hope to settle down soon
Bo Loa village, Giap Trung commune is located in a steep, complex terrain area, often affected by floods and landslides; for many years now, landslides, erosion of cultivated land, and damaged houses have directly affected people's lives and production. Mr. Bon Van Toc, one of 11 households in the area at very high risk of landslides, shared: My family saved up for many years to build a spacious stilt house. I thought that after settling down, we would focus on production and economic development, but in August 2025, due to heavy rain, the amount of soil on the hill behind suddenly collapsed, damaging the entire house and some other properties. Fortunately, there were no casualties. Currently, my family of 7 is living in a temporary shack; my family escaped poverty and now is poor again. I hope the project will mobilize all resources to speed up progress and complete it soon so that my family will have a safe place to live and not have to worry every time there is heavy rain or whirlwind.
Sharing the same sentiment, Mr. Bon Van Don, Bo Loa village confided: My family has 5 members, is an average household but is living in an area at risk of landslides; for many years now, every time there is heavy rain, my family has to leave their belongings behind, and everyone else has to move to a safe area to stay. I really hope the project will be completed soon so that my family and other households in the village at risk of landslides can have a safe place to live.
The Party Secretary of Giap Trung Commune, Bon Van Quoc said: The project is a major policy, with profound humanitarian significance, aiming to help people in areas at risk of landslides and natural disasters to move to safe places, stabilize their lives for the long term, and feel secure in their work and production. The local government coordinates with relevant departments, branches and organizations to create the most favorable conditions for the construction unit to speed up progress; regularly inspect and supervise the project to ensure compliance with technical standards; mobilize households at high risk of landslides to live on the leveled sites No. 1 and No. 2; propagate households to actively produce and develop the economy but must ensure human safety; mobilize maximum resources to ensure living and production conditions for people after resettlement...
Our province is implementing many key programs on planning, population arrangement, and sustainable development of ethnic minority areas. The slow progress of the project not only affects the lives of dozens of households but also directly impacts the results of implementing the province's socio-economic development targets. Therefore, we look forward to the drastic participation of relevant levels and sectors so that the project can be completed soon, helping people settle down, find jobs, and improve their material and spiritual lives.
