Speaking at the discussion session, delegate Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Tuyen Quang province, agreed on the necessity of promulgating these laws to ensure consistency with the results of the reorganization of the two-level local government apparatus, meeting urgent practical requirements; promoting decentralization, reducing administrative procedures and unifying with the legal system.

Participating in giving comments on the draft Law on Cyber Security, delegates proposed expanding protection for vulnerable groups in cyberspace. Delegates agreed with the provisions in Article 20 on preventing and combating child abuse in cyberspace, emphasizing that this is a vulnerable group and needs to be prioritized for protection. However, delegates said that it is not enough to just stop at children. In fact, in the context of increasingly sophisticated cybercrime and high-tech fraud, many other vulnerable groups are also being seriously abused. These groups include the elderly, people with disabilities, women, ethnic minorities, and people in difficult circumstances, with limited life skills... Acts of impersonation, fraud, and account appropriation are very common, causing both physical and mental damage.
According to the delegate, this addition is based on the 2013 Constitution and specialized laws such as the 2010 Law on Persons with Disabilities, the 2009 Law on Elderly People, the 2006 Law on Gender Equality, etc., which all define the State's responsibility in protecting vulnerable groups. Including this provision in the Law on Cyber Security will increase the consistency of the legal system, ensuring cyber security is linked to social security and human rights.
In addition, the Deputy Head of the Provincial National Assembly Delegation also proposed to supplement the responsibilities of businesses providing social networking platforms, and to have a mechanism to identify, warn and provide timely support to vulnerable users when they are attacked, abused or threatened online. Adding this content not only helps the law to be more comprehensive, humane and practical, but also aligns with the policy of "leaving no one behind" in digital transformation, ensuring safety for all people in cyberspace.
Commenting on the draft Law on Road Traffic Order and Safety (amended), delegates commented on driving time: This is an important regulation to reduce accidents due to fatigue. However, delegates suggested that it is necessary to develop specific criteria for each type of transport (for example, intra-provincial routes are different from long-distance inter-provincial routes), avoid rigid application and ensure feasibility, and suggest referring to the Labor Code and international practices. At the same time, applying journey monitoring technology ensures more consistency.

Regarding the technical safety certification of modified motor vehicles, according to the delegate, modified vehicles are quite popular in many mountainous provinces. Agreeing with the tightening of technical and environmental management, it is recommended to issue clear instructions and simple procedures to avoid administrative procedures. In particular, there should be a mechanism to support mobile inspection or on-site inspection in mountainous, remote and isolated areas to facilitate and reduce costs and travel time for people.
Also at the group discussion session, delegate Trang A Duong from the National Assembly delegation of Tuyen Quang province gave his opinion on the draft Law on Cyber Security (amended). The delegate proposed to expand the scope of the law, including foreign organizations and individuals operating or related to cyberspace in Vietnam, in line with the context of digital integration. In addition, it was recommended to expand the policy of encouraging the use of Vietnamese cyber security products and services to foreign organizations and individuals, contributing to promoting domestic technology. The delegate also suggested rearranging Article 2 in the direction of putting the content of "building a healthy cyberspace" at the top to ensure logic, while emphasizing the requirement to protect the rights and legitimate interests of organizations and individuals in cyberspace.
Participating in the draft Law on Protection of State Secrets (amended), delegates proposed to replace the phrase “individual” with “citizen” in Article 3 of the draft law to expand the scope of regulation, including foreigners living and working in Vietnam. At the same time, it is necessary to clearly express the principle of protecting state secrets, ensuring strictness and avoiding duplication. Regarding Article 19, delegates agreed on the 30-year term for “top secret” and 20 years for “top secret”, but proposed to shorten the term of protection of “secret” documents from 10 years to 5 years, in accordance with reality.
