Restructuring state-owned enterprises to improve efficiency and promote development

Over the past years, most of Hai Phong’s state-owned enterprises have operated effectively. However, in response to the need for restructuring and deep integration, this sector needs to continue comprehensive innovation to improve efficiency and create development momentum.

Positive Contribution

The city currently has 6 100% state-owned enterprises operating in the public utility sector providing irrigation products and services, including the Irrigation Works Exploitation One Member Limited Liability Companies: An Hai, Da Do, Thuy Nguyen, Tien Lang, Vinh Bao and Hai Duong . In 2025, the city will assign 360,893 hectares of public irrigation products and services to the above 6 enterprises and 4,235,730 ^m3 of water supply for livestock. In the first 6 months of 2025, these enterprises achieved nearly 80% of the plan assigned by the City People's Committee.

As a 100% state-owned enterprise, Lai Vu Industrial Park One Member Co., Ltd. specializes in industrial park infrastructure business, business, and factory leasing. The representative of the enterprise's leadership informed that the total revenue of the enterprise in the 3 quarters of 2025 is about 87.3 billion VND, reaching more than 90% of the revenue plan target for 2025; estimated for the whole year, the total revenue will reach nearly 102 billion VND. According to the enterprise's calculations, pre-tax profit in the 3 quarters of 2025 is more than 56.6 billion VND, exceeding the annual plan by nearly 17%. In the first 9 months of 2025, the enterprise paid taxes and other payables to the state budget of more than 31.8 billion VND, reaching more than 84% of the annual plan.

According to the Department of Finance, from July 1, 2025, the city will have 30 state-owned enterprises, of which 18 are 100% owned by the City People's Committee and 12 are 50% owned by the City People's Committee. Of the 18 100% state-owned enterprises, 13 are operating, 5 are undergoing bankruptcy and dissolution procedures. Of the 12 state-owned enterprises with more than 50% owned by the City People's Committee, 11 are operating, 1 has ceased operations.

Through the assessment of the operating situation in 2024, it shows that 12 100% state-owned enterprises completed or exceeded the plan in total revenue when reaching more than 1,745 billion VND, an increase of more than 15.8 billion VND compared to the plan and an increase of more than 91 billion VND compared to the results of 2023. However, the profit after tax decreased compared to the plan and results of 2023. As for 11 enterprises in which the City People's Committee holds more than 50% of charter capital, the total revenue in 2024 is more than 2,693 billion VND, an increase of more than 206 billion VND compared to 2023; total profit after tax increased by more than 4% compared to 2023.

Promote restructuring

In addition to positive results, the performance of many state-owned enterprises is still limited, the efficiency of capital and asset use is not commensurate with the resources held. Some enterprises still have ineffective management and slow technological innovation. In fact, among 18 enterprises in which the City People's Committee holds 100% of charter capital, 5 enterprises are losing money, falling into a state of dissolution and bankruptcy. In this reality, the arrangement, innovation and improvement of the efficiency of state-owned enterprises are identified as key tasks. City leaders have been directing the resolute implementation of the arrangement of state-owned enterprises according to the Central direction, associated with the city's infrastructure and industrial development strategy.

On September 30, 2025, the Standing Committee of the City Party Committee issued a plan to assign tasks to implement the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the city's political system. In particular, the viewpoint is to restructure and innovate state-owned enterprises; implement synchronously with economic innovation, meet the requirements of developing a socialist-oriented market economy and international integration, and meet the requirements of tasks in the coming time. The Standing Committee of the City Party Committee assigned the Party Committee of the City People's Committee to preside over the development of a plan to restructure state-owned enterprises towards equitization and divestment of state capital in unnecessary enterprises.

Along with promoting production and business activities, the City People's Committee is resolutely implementing the arrangement and restructuring of 30 state-owned enterprises and enterprises with state capital according to the roadmap approved by the Prime Minister . The goal is to streamline the apparatus, divest from areas that do not need to be controlled and thoroughly handle enterprises with long-term losses. According to the arrangement roadmap, in the period of 2022 - 2025, the city will equitize 2 enterprises with 100% state capital; carry out dissolution and bankruptcy procedures for 5 enterprises. For enterprises in which the City People's Committee holds more than 50% of charter capital, the city will divest capital at 3 enterprises and dissolve and bankrupt 1 enterprise. In the period of 2026 - 2030, the city will continue to improve the legal framework and prepare for a more extensive restructuring phase.

The arrangement and restructuring of state-owned enterprises not only solves the limitations and backlog but also aims to improve competitiveness, increase the efficiency of state capital use, and contribute positively to the city's development.
