The Government Office issued Notice No. 593/TB-VPCP dated October 31, 2025, concluding the Prime Minister Pham Minh Chinh's meeting on the implementation status and handling of difficulties in implementing two-level local government.

The announcement stated: After nearly 4 months of implementation, the basic 2-level local government model has been put into operation in a systematic, unified, synchronous manner and has initially shown effectiveness; the apparatus has been streamlined and operated smoothly; administrative discipline and order have been maintained; the rights of people and businesses have been guaranteed, and the provision of essential public services has been stable....

The Prime Minister acknowledged and highly appreciated the efforts of the Ministry of Home Affairs and other ministries, branches and localities in resolutely implementing the tasks assigned by the Politburo, the Secretariat, the Government and the Prime Minister; the Ministry of Home Affairs has actively and proactively coordinated closely with the Government Office in developing reports and preparing documents for Government and Prime Minister meetings to promptly direct the removal of difficulties and obstacles, and the improvement of institutions and policies, especially in the fields of organizational structure, finance, education, health care and administrative reform, etc.

Perfecting regulations on decentralization, delegation of power, and division of authority in state management

In addition to positive results, the implementation work still has some shortcomings and limitations that need to be urgently overcome. To continue implementing the tasks assigned by the Politburo , the Secretariat, the Government and the Prime Minister, ensuring that the two-level local government organization model operates effectively and efficiently, better serving the people and businesses, the Prime Minister requested the Ministers and Heads of ministerial-level agencies to urgently direct the review, amendment and supplementation of overlapping legal regulations that are not suitable for the two-level model; perfecting regulations on decentralization, delegation of power and division of authority in state management. Directing the issuance of decrees guiding the laws that have come into effect, no later than November 15, 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice to urgently complete a report to the Government and the Prime Minister on the feasibility of legal documents on decentralization, delegation of power, and determination of authority.

The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and relevant ministries and branches to urgently guide the completion of planning for provinces, communes, wards and special zones.

The Ministry of Agriculture and Environment synthesizes reports, proposals, and recommendations from localities and develops a Report on the assessment of the implementation of the Decree on decentralization and delegation of powers in the land sector, and reports to the Prime Minister. To be completed in November 2025.

Report on the implementation results of the 2-level local government model every Monday

The Prime Minister requested that Ministers and Heads of ministerial-level agencies directly direct and take responsibility for the progress and quality of implementing tasks within the scope of their sectors and management fields; direct and directly strengthen inspection, supervision, guidance, and review of the implementation of the two-level government model in localities, promptly remove difficulties and obstacles; and strictly handle the situation of shifting and avoiding responsibility.

Every Monday, ministries, ministerial-level agencies, and government agencies report the results of implementing the two-level local government model to the Ministry of Home Affairs (and the Government Office) for synthesis and reporting to the Government Standing Committee every Wednesday.

The Ministry of Home Affairs shall preside over and coordinate with the Government Office to monitor, urge, and synthesize reports from ministries, branches, and localities on the implementation of the task of deploying the 2-level local government model to report at regular Government meetings twice a month, promptly advise and propose to handle issues arising during the implementation process, not to let problems drag on, problems pile up, and finish one task at a time.

Strengthening public service units in November 2025

Ministries, ministerial-level agencies, and government agencies shall strengthen guidance and urge localities to improve the organizational structure of public service units under their management. To be completed by November 2025.

At the same time, ministries and branches review, reduce and simplify administrative procedures, improve the quality of online public services throughout the process; complete connections and share data between systems.

The Government Office continues to review and urge weekly and monthly data collection and standardization of administrative procedures; monitor and urge ministries and branches to ensure that by 2025, 100% of administrative procedures related to enterprises are carried out online, smoothly, seamlessly, effectively, transparently, minimizing paperwork and the goals of cutting and simplifying administrative procedures.

Ministries and branches must report on the progress of cutting and simplifying administrative procedures and providing online public services to the Government Office before 3:00 p.m. every Tuesday for synthesis and reporting to the Prime Minister every Wednesday.

Arrange and assign cadres, civil servants and public employees to ensure the correct job position

The Ministry of Home Affairs shall preside over and coordinate with ministries, branches and localities to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure the correct job positions, meeting the requirements of the tasks; increase the secondment of competent and experienced cadres to the grassroots; urgently submit to the Government a Decree on the classification of administrative units as a basis for the arrangement, management of payroll and arrangement of organizational apparatus. To be completed before November 10, 2025; urgently develop and complete regulations on job positions; to be completed before December 15, 2025.

The Ministry of Home Affairs coordinates with the Central Organizing Committee to submit to the Central Steering Committee and the Politburo the current status of payroll management for the 2022-2026 period and propose payroll for the 2026-2031 period. To be completed before December 31, 2025.

The Ministry of Education and Training coordinates with localities to review the overall demand for education sector officials, ensuring balance and suitability with population size, school network and task requirements after administrative unit reorganization. To be completed in November 2025.

The Ministry of Finance shall preside over and coordinate with localities to arrange funding, complete headquarters, equipment, and working facilities, and handle surplus headquarters to ensure stable and effective operating conditions; continue to review, arrange, strictly manage, and effectively use public assets; propose to the Government solutions and progress in handling surplus facilities and public assets, to avoid loss and waste, and ensure resources are used for the right purposes and effectively. To be completed before December 31, 2025.

The Ministry of Science and Technology and the Ministry of Public Security coordinate to synchronously deploy digital infrastructure and shared databases, ensuring connectivity and effectively serving people and businesses.

The Ministry of Agriculture and Environment, the Ministry of Education and Training, and the Ministry of Health urgently complete national and specialized databases to ensure connectivity and synchronization of the national population database, meeting the requirements of "correct, sufficient, clean, and living" data.

Urgently review and remove "electricity and wave depressions"

Corporations: Vietnam Electricity Group, Viettel, Vietnam Posts and Telecommunications Group and Mobifone Telecommunications Corporation and telecommunications enterprises urgently review and remove "power and signal dips", fix power outages, signal loss or weakness, ensure stable and smooth operation of Internet lines, telecommunications infrastructure and camera systems, management software, effectively serving the direction, operation, and provision of online public services of local authorities at 2 levels. Report weekly on Tuesdays to the Government Office on the implementation results and progress towards the end of December 2025 with no more signal dips and no more power shortages.
