The program of building new rural areas in Quang Ninh is defined as a journey with only a starting point and no ending point. With creativity, innovative thinking, together with the efforts of authorities at all levels and the consensus of the people, the journey of building new rural areas is becoming increasingly sustainable, comprehensive and in-depth.
Overcoming difficulties to improve criteria
When starting to build the new rural area, Quang Ninh had 53 disadvantaged communes, of which 22 were extremely disadvantaged. The number of communes that met less than 50% of the criteria for building the new rural area was 58; rural development lacked planning, infrastructure was poor, lacked uniformity, and production was fragmented and small-scale...
Faced with the above situation, the Provincial Party Committee issued Resolution No. 01-NQ/TU (dated October 27, 2010) on building new rural areas in Quang Ninh province by 2020. This is also the first thematic resolution of the 2010-2015 term. The resolution has demonstrated the will and aspiration of Quang Ninh to change the face of the countryside; building new rural areas is an important task of the entire political system and society; the State only plays a supporting role, the main subject of building new rural areas is the people.
Accordingly, the program to build new rural areas is implemented according to the motto of relying on the internal strength of the community, everything must be consistent with the viewpoint that people know, people discuss, people do and people enjoy. From there, the province focuses and prioritizes budget capital to build infrastructure for localities that perform well in the criteria of not needing investment and localities that reach the finish line early.
Unlike other provinces and cities across the country, Quang Ninh chose to implement the program simultaneously in all communes, giving communes the opportunity to reach the NTM finish line, creating motivation for competition in all localities in the province. The completion of the criteria is not rigidly according to the Central standards, but based on the characteristics and actual situation of the locality.
In the initial stage (2010-2015), the province oriented the construction of new rural areas as an important task of the entire political system and society. The main subjects of new rural construction are the people, focusing on investing in building key infrastructure, implementing synchronously in all communes, and implementing all criteria synchronously.
In the 2016-2020 period, the focus will be on building new rural areas in the direction of shifting from quantity to quality, ensuring regularity, continuity and long-term development, moving towards building advanced rural areas, continuing to identify farmers as the main subjects, directly implementing and benefiting, and investment from enterprises as the driving force. In the 2021-2025 period, the province will direct the construction of advanced new rural areas, comprehensive and sustainable new rural areas, in harmony with urban development, aiming to quickly narrow the gap between rich and poor and regional differences.
In addition, in each stage of development, the province has issued many separate policies on social security and prioritized the allocation of large resources for particularly difficult areas, ethnic minority areas, policy subjects, and vulnerable groups. Notably, Resolution No. 06-NQ/TU ( dated May 17, 2021) of the Provincial Party Committee on sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period of 2021-2025, with a vision to 2030. The resolution has come into effect, creating a strong driving force for disadvantaged areas to break through and rise up. And the province has reached the finish line of the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025 3 years ahead of schedule.
Quang Ninh also flexibly and creatively applied and successfully implemented the OCOP program, contributing to changing people's production habits, from backward, self-sufficient production to large-scale commodity production, creating a new direction in the production and business of traditional products with advantages in the province.
The journey has no end
In early 2024, Dam Ha was recognized as a district-level locality nationwide that met NTM standards. The entire district no longer had poor households, and people's lives were increasingly improved.
Starting from the model of raising star goose, Mr. Dinh Van Thang, Director of Thang Hue Cooperative, in Dam Ha town (Dam Ha district) has now expanded to egg incubation services for people, slaughtering services and supplying poultry breeds. Mr. Thang said: The cooperative has cooperated with many households in the production and consumption of star goose. Not only helping many households increase their income and improve their lives, we have also built the star goose brand of the district, putting this product in the OCOP product list.
According to the general development plan until 2025, Dam Ha district strives to become a key area for production, processing and supply of agricultural products of the province. To realize this goal, the district promotes restructuring of the agricultural sector towards commodities, attracting businesses to invest in high-tech production models.
Continuously strengthening infrastructure, using the economy as a “lever” for the cause of culture, health, and education to accompany and develop is the way of many mountainous districts of Quang Ninh. From building new rural areas, people have known how to rise up to get rich legitimately; with new thinking, new technology, inheriting and promoting the strengths of traditional local products to increase the value of agricultural products.
Up to this point, Quang Ninh is the locality that has completed the new rural construction program at all 3 levels from province to commune 2 years earlier. In particular, Binh Lieu is the first ethnic, mountainous, border district in the country to meet the new rural standards; Tien Yen and Dam Ha are the first 2 districts in the country to meet the advanced new rural standards according to the criteria of the 2021-2025 period.
Identifying that building a new rural area is a journey without a stopping point, Quang Ninh continues to deepen the new rural area program, becoming a model province, increasingly rich, beautiful and civilized.
