The LIG Huong Hoa 1 Wind Power Plant Project was approved for investment in 2020, implemented in Huong Tan Commune, Huong Hoa District on an area of over 30 hectares. To hand over the site as prescribed, the People's Committee of Huong Hoa District has issued 4 decisions to reclaim land and approve compensation plans. However, up to now, there are still more than 10 households that have not agreed to hand over the land to the investor.
To facilitate the project's progress, on May 16, the People's Committee of Quang Tri province issued a document requesting relevant units to urgently carry out site clearance, not to let the project drag on, affecting the province's investment environment.
Then, on May 21, the Department of Industry and Trade, the standing agency of the Working Group to resolve difficulties in land acquisition and clearance for energy projects, requested the People's Committee of Huong Hoa district to complete the enforcement plan for cases of intentional non-compliance to hand over land to the investor for construction on schedule.
Immediately afterwards, the People's Committee of Huong Hoa district held a meeting and agreed to persuade households to comply with the land recovery decision. If they did not comply, they would be forced to do so this June.
According to Nguyen Nam Du, Head of the LIG Huong Hoa 1 Wind Power Plant Project Management Board, up to this point, the LIG Huong Hoa 1 Wind Power Plant project has completed legal procedures, basic design and environmental impact assessment. This is a project subject to land acquisition by the State, but the enterprise always accompanies and supports.
Therefore, in addition to the compensation amount decided by the People's Committee of Huong Hoa district according to regulations, the investor is willing to pay double to the people. However, there are still more than 10 households that do not agree to hand over the land and demand a very high compensation amount.
Meanwhile, equipment worth thousands of billions of dong from abroad has been ordered, if the progress is delayed it will cause great damage. Therefore, we hope that the locality will be more drastic in land acquisition and handover to the investor to implement the project on schedule.
