At around 8:06 a.m. on July 22, the Pa Thom suspension bridge suddenly had its main cable on the right side broken, causing the bridge to collapse and throw off two vehicles traveling on the bridge, a pickup truck and a motorbike, causing three people on both vehicles to fall into the stream below.
Major Ca Van Hoa, Chief of Thanh Yen Commune Police, said the pickup truck involved in the accident was carrying commune officials to inspect storm prevention work. The drop from the suspension bridge to the river was about 6-7m. Among the victims, 2 people were suspected of having broken collarbones and were transferred to Dien Bien Provincial Hospital for examination and treatment.
Pa Thom suspension bridge is an important traffic route, serving the travel and production needs of more than 100 households in Pung Pon and Huoi Moi villages, along with many people who regularly cross the stream to work in the fields.
As soon as the incident occurred, Thanh Yen commune authorities promptly arrived at the scene, set up barriers, and inspected and assessed the current state of the suspension bridge to come up with a solution. Dien Bien Provincial Police deployed traffic police to set up warnings, direct traffic, and guide vehicles traveling along the route across the iron bridge in the downstream area of Nam Nua River when passing through this area to ensure safety for people during the complicated storm season.
Present at the scene about 30 minutes after the incident, until 12 noon today, more than 50 officers of the Fire Prevention and Rescue Police and the Dien Bien Provincial Police are still continuing to deploy plans to search and salvage the vehicle that fell into the river; meanwhile, the river water level in this area continues to rise, the current is strong, making search and rescue very difficult.
According to the National Center for Hydro-Meteorological Forecasting, on the same morning, storm No. 3 (Wipha) made landfall in the area from Hung Yen to Ninh Binh, bringing level 11 gusts of wind and widespread heavy rain. The Northeast region, Thanh Hoa to Ha Tinh is experiencing heavy to very heavy rain, with rainfall ranging from 100-200mm, in some places over 300mm. In the North and Ha Tinh , many locations recorded rain ranging from 50-100mm, locally over 150mm.
In the near future, there is a possibility of heavy rain of over 150mm in 3 hours, with the potential risk of flash floods, landslides in mountainous areas and deep flooding in low-lying areas.
The incident at Pa Thom suspension bridge once again warns about the deterioration of transport infrastructure in remote areas, and the need for emergency response plans during the rainy and stormy season.
