The elderly are served lunch by officials of Kien Giang Social Protection Center.
Kien Giang Social Protection Center nurtures and cares for 273 subjects including lonely elderly people, orphans, people with disabilities, mentally ill patients and subjects under emergency protection. The center's task is to manage, care for and rehabilitate subjects who are accepted for care. However, the state budget subsidy level to support the care of subjects is limited. The subsidy level for each subject according to the provisions of Decree No. 20/2021/ND-CP for children under 4 years old is 1.8 million VND/person/month; for subjects from 4 years old and above is 1.44 million VND/person/month. The subsidy level was then increased in Decree No. 76/2024/ND-CP for children under 4 years old is 2.5 million VND/person/month; for subjects from 4 years old and above is 2 million VND/person/month.
With this level of support, the lives of the subjects are not guaranteed, so in 2016, Kien Giang Social Protection Center built the model "Smart mass mobilization" "Social mobilization to support the care of sponsored subjects at the unit" and has maintained it until now. The model aims to mobilize resources to improve and care for the lives of subjects being raised and cared for at the center better. "Over the years, the model has been improved, gradually increasing its effectiveness through practical solutions, thereby creating a spreading force for activities connecting with benefactors, units, departments, branches, and organizations to support material and spiritual support to care for subjects at the unit", said Director of Kien Giang Social Protection Center Do Thanh Tuan.
From 2021 to the first 6 months of 2025, Kien Giang Social Protection Center had 2,254 visitors coming to visit and give gifts; organizations and individuals supported over 6.3 billion VND, of which over 1.8 billion VND in cash, the rest were goods, necessities... converted to over 4.5 billion VND. Mr. Do Thanh Tuan said: “For social mobilization resources, the center has built a process for receiving, managing, monitoring and implementing according to accounting voucher regulations. At the same time, publicize charitable contributions on the gold board at the unit, the center's website and report to the parent unit to ensure transparency, proper use and efficiency. Thereby, creating trust and contributions from many organizations and individuals inside and outside the province. Thanks to the community's contributions, the lives of those being cared for at the center have been improved".
The center develops regulations and norms for using mobilized resources. For cash, the center performs minor repairs directly serving the subjects; pays for medicine, supports meals for subjects when hospitalized beyond the health insurance norm; supports meals for subjects during the 5-day Lunar New Year holiday. For goods, the center provides monthly according to the appropriate needs of the subjects.
Living in Binh An commune, Mr. Le Van Nghia (65 years old) is not married and has no relatives, and is unable to work, so the local authorities confirmed and requested the Kien Giang Social Protection Center to take care of him. “When I first came here, I was not used to living here, I was often sad, but the children took good care of me, many people came to visit and encourage me, I felt comforted. Here, I and many people with unfortunate circumstances are well taken care of, and have enough food. In addition to the main meals, there is also milk, fruit, cakes... when I am sick, there is someone to take care of me,” said Mr. Nghia.
In addition to the community's contributions, in recent times, Kien Giang Social Protection Center has received attention and investment from the State to repair and construct works to serve the lives of social protection beneficiaries. In 2022 - 2023, the center will receive an investment of 100 billion VND from the socio -economic recovery program to build works such as a service area for the elderly, a playground for children, a hall, a public house, an expansion of the psychiatric area, and an upgrade of the fire prevention and fighting system.
