PV: Sir, the National Target Program 1719 has many projects and sub-projects, and since it's a new program, we understand that the district has encountered difficulties and obstacles during its implementation. So, what solutions has the district implemented to overcome this situation?
The National Target Program 1719 is one of three national target programs currently being implemented nationwide. To effectively implement national target programs in general, and the National Target Program 1719 in particular, the District People's Committee has promptly reorganized the Steering Committee for National Target Programs for the 2021-2025 period and established a Working Group for the National Target Program 1719. The Working Group comprises representatives from relevant departments and units, operates according to regulations, and regularly coordinates with communes and towns to monitor implementation results, provide guidance, and promptly address difficulties and obstacles during implementation. Simultaneously, it strengthens coordination among various sectors and levels in directing, guiding, and organizing the implementation of the Program.
In addition, to promptly implement the assigned tasks under the National Target Program 1719, the District People's Committee issued dozens of directives and documents urging agencies and units to implement the contents, sub-projects, and component projects, as well as to accelerate the disbursement progress. For each sub-project and project, the District People's Committee assigned the Ethnic Affairs Department and specialized agencies to provide detailed guidance on the procedures and steps for implementation, ensuring convenience for localities, timeliness, and suitability to the conditions of each village, hamlet, and community, as well as the customs and traditions of each ethnic group.
PV: Could you please provide information on the results of the implementation of National Target Program 1719 in the district over the past period?
Over the three years (2022-2024), Krông Nô district was allocated a total of 98.7 billion VND to implement the National Target Program 1719, including over 91.5 billion VND from the central budget, 2.1 billion VND from the provincial budget, and 5 billion VND from the district budget.
From the allocated funds, the district implemented a project to improve land and build technical infrastructure to provide residential land for 40 ethnic minority households in Nâm Nung commune; provided housing support for 21 households and water tanks for 186 ethnic minority households; invested in the construction of 3 centralized water supply projects, of which 1 has been put into operation and 2 are in the completion phase; implemented the concentrated resettlement project in Quảng Phú commune, which has basically completed the construction items; supported the protection of thousands of hectares of forest; supported breeding cows for 157 households; invested in, constructed, maintained and repaired many essential infrastructure projects serving production and life. In addition, the district also organized training courses to improve the knowledge and capacity of officials, propagandists, speakers, and influential people; paid attention to education and training, healthcare, and cultural preservation of ethnic groups…
As a result, in 2022, the state budget estimate for implementing National Target Program 1719 was 31.5 billion VND, with 27.7 billion VND disbursed to date, reaching 87.77% of the planned capital. In 2023, the state budget estimate for implementing the Program was 40 billion VND, with 29.7 billion VND disbursed, reaching 74.1% of the allocated capital. In 2024, the state budget estimate for implementing the Program is over 27 billion VND, with 8.4 billion VND disbursed, reaching 31% of the allocated capital.
PV: How have the results of implementing National Target Program 1719 impacted ethnic minority areas, sir?
Along with the National Target Programs for the period 2021-2025, National Target Program 1719 is a decisive factor in improving the lives of ethnic minorities, gradually reducing poverty sustainably, and especially fundamentally changing the appearance of areas with large ethnic minority populations.
The effective implementation of projects and sub-projects under the National Target Program 1719 has contributed to socio -economic development in particularly difficult areas inhabited by ethnic minorities, thereby reducing poverty rates and improving the living standards of people in ethnic minority areas. Specifically: In 2020, there were 601 poor ethnic minority households, accounting for 8.3%, of which 292 were local ethnic minority poor households, accounting for 14.7%. By the end of 2023, there were 560 poor ethnic minority households, accounting for 7.63%, of which 264 were local ethnic minority poor households, accounting for 13.13%.
The above results have also contributed to improving and enhancing the material and spiritual lives of the people. Culture, information, physical education, and sports have received attention; community cultural centers in particularly difficult villages and hamlets have been supported and invested in; many cultural identities of ethnic minorities have been restored through training classes such as brocade weaving, musical instrument making, folk singing, making ceremonial poles, and basket weaving.
