In the planning orientation of the province, Lac Son district is identified as one of the high-quality tourism , resort and health care centers of the region and the whole country based on its potential as a source of quality hot mineral springs, beautiful natural landscapes, fresh environment and unique cultural identity.
Since its operation, Lac Son Plastic Factory has created jobs for hundreds of local workers.
The district has actively coordinated with departments and branches to resolve difficulties and obstacles to speed up planning progress in order to mobilize resources for infrastructure investment, exploit potentials and advantages in the fields of tourism, ecological urban areas, industry, agriculture associated with new rural construction. From 2021 to present, the district has established, appraised and approved 48 projects. Of which, the Project to adjust and expand the general construction planning at a scale of 1/2000 of Vu Ban town, Lac Son district to 2030, with a vision to 2040, was approved by the People's Committee of Hoa Binh province in Decision No. 1227/QD-UBND, dated June 23, 2022. The two subdivision planning projects are the subdivision planning project at a scale of 1/2000 of Kha lake area (sub-zone 1 of Quy Hoa commune); 1/2000 scale construction zoning plan for Doi Thung area (zoning 2, Quy Hoa commune). 22 projects adjusting the general construction zoning plan until 2030. 23 detailed zoning plans, typically: 12 projects of 1/500 scale detailed zoning plans for rural residential areas; 1/500 scale detailed zoning plan for Mu waterfall tourist area, Tu Do commune; 1/500 scale detailed zoning plan for resettlement areas in Kha hamlet, Doi hamlet, Quy Hoa commune...
The establishment of construction planning in Lac Son district faces difficulties and limitations such as: the coverage rate of detailed planning for urban areas is still low. According to regulations, after the general planning, only detailed planning is established, however, the coverage rate of detailed planning for towns is not high due to financial difficulties as well as the slow development speed of the town, only concentrated in certain areas that have stabilized planning. Therefore, only when there are investment and construction programs and projects, will planning be established as a basis for investment projects. For rural planning, the coverage rate of detailed planning in rural areas is still low, because localities only establish detailed planning for concentrated residential areas when there is a need for investment and construction. The budget allocated for planning work is still limited due to many difficulties in the district budget...
Comrade Bui Van Linh, Chairman of Lac Son District People's Committee, said: Construction planning plays a very important role in construction investment and socio-economic development of the locality, is an important basis for planning, investment management and investment attraction in the area; management of exploitation and use of construction works in urban areas and rural residential areas. Lac Son district strengthens the responsibility of heads of Party committees and authorities in leading and directing the establishment of construction planning to improve the quality of establishment and management of construction planning in accordance with the provisions of law and meet the actual requirements of socio-economic development. Propaganda, mobilization of all classes of people and awareness of setting examples of cadres and party members to well implement the Law on Democracy at the grassroots level; comply with the policy of land acquisition and site clearance for investment projects in the district. Announcing and publicizing approved planning projects not only demonstrates democracy, openness and transparency in work, but also is a necessary condition to promote and introduce planning projects, attract investment; so that people know, do, inspect and supervise the implementation of planning projects; prevent and promptly detect cases of construction violations of planning projects. Review, adjust and supplement urban planning projects, general planning projects for commune construction, land use planning projects, planning projects for industrial zones and clusters to be consistent and synchronized with the planning project of Hoa Binh province for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1648/QD-TTg, dated December 20, 2023.
The district has a policy to accelerate the progress of planning projects for Lac Son district with a vision to 2040, the general planning project for Muong Vo urban construction to 2035, the general planning project for An Nghia urban area to 2035, and the planning of Canh Tang lake functional zones to create opportunities for domestic and foreign investors to invest. Maximize resources to gradually synchronize socio-economic infrastructure, especially traffic infrastructure and industrial park and cluster infrastructure.
