Many bald sections of Nam Xa - Bay Xa have been silted up and are being dredged and reinforced.

The Nam Xa - Bay Xa flood drainage system is about 25km long, passing through Huong An and Kim Tra wards. It is an irrigation project combined with transportation, serving agricultural production for many localities. Over the years, the project has been degraded, with landslides at many points, causing difficulties in drainage during the rainy season, affecting the landscape environment in the area.

In 2024, the dredging and reinforcement project of the weak points of the Five Commune and Seven Commune dykes with a total investment of 15 billion VND was implemented and completed. The project was constructed by a consortium of Rong Viet One Member Co., Ltd. and Hang Trung Co., Ltd., with the Provincial Project Management Board (PMU) for Investment and Construction of Agricultural and Rural Development Works (now the city) as the investor. The project aims to dredge and clear the flow, providing water sources for pumping stations along the two dykes to supply water for agricultural production; ensuring drainage during the rainy and flood season, protecting the environment, and creating a landscape for the area. The project's goal is also to prevent landslides in weak sections and protect infrastructure in the area.

The project includes the entire construction and installation of the slope reinforcement line at the weak points in the Nam Xa and Bay Xa dykes. Of which, the Nam Xa dyke line (in the old Huong An ward), dredging the dyke line along the reinforced embankment with a length of 450m and building a reinforced embankment on the left bank through the old Huong An ward with a length of 450m; the Bay Xa dyke line (through the old Huong Chu and Huong Xuan wards), dredging the dyke line in 2 sections with a total length of about 1.5km; building a reinforced embankment on 2 banks through the old Huong Chu ward with a total reinforced length of nearly 1km. According to the assessment of the Project Management Board, in the areas where the dredging and reinforcement works at the weak points of the Nam Xa and Bay Xa dykes have been completed, the landslide situation has no longer existed, the dredged bed has been cleared to provide irrigation water and help drain water quickly during the rainy season...

However, in addition to the completed upgraded sections, the Nam Xa and Bay Xa canal system through the localities still has many degraded and eroded sections. For example, the section through Huong Chu and Huong Xuan wards (now Kim Tra ward), the Nam Xa and Bay Xa canal system passes through the area for about 5km, with the task of transferring water from the Huong River to the canal, serving irrigation for hundreds of hectares of rice here. Some areas of the canal bed are silted, eroded and have water fern, causing blockages, making it difficult to drain water as well as irrigate for agricultural production. In particular, on some routes, due to being combined with traffic roads, intersecting with provincial roads with quite high traffic density, the situation of landslides on the canal banks poses a risk to traffic safety.

To ensure irrigation and drainage tasks for agricultural production, and enhance flood drainage capacity in the rainy season, the City People's Committee has requested localities, based on necessity, to prioritize investment, implement dredging to prevent sedimentation, and urgently handle severe landslides on the coastal line to prevent and combat drought, and create irrigation water sources for agricultural production. At the same time, the City's Department of Investment and Construction of Agricultural and Rural Development Projects has been assigned to research, survey, and establish a master project for dredging, renovating, and preventing landslides and sedimentation on the coastal system of Nam Xa and Bay Xa.

Accordingly, the City People's Committee is assigning the Project Management Board to establish investment policies for projects expected to start construction in the 2026 - 2030 period, including the Project to Upgrade the Flood Drainage System of Nam Xa - Bay Xa in the next phase with a total investment of 160 billion VND. The Project Management Board is preparing a report proposing the project investment policy to submit to the competent authority for appraisal and approval according to regulations. It is expected that around the third to fourth quarter of 2026, the Project to Upgrade the Flood Drainage System of Nam Xa - Bay Xa with a total investment of about 160 billion VND will be implemented.
