Attending the conference were comrade Do Viet Anh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of the Departmentof Education and Training; leaders of Yen Khanh district, departments, branches, communes, towns, typical collectives and individuals of the district in implementing Resolution No. 29.
Over the past 10 years, the District Party Committee and the Standing Committee of the Yen Khanh District Party Committee have paid attention to and focused on leading and directing the implementation of Resolution No. 29; issued documents to direct and organize timely and quality implementation. Programs, plans and projects on education and training development have been strengthened in leadership, direction and implementation.
Regarding the innovation of education and training, we have focused on innovation in the direction of valuing the development of learners' qualities and capacities; enhancing innovation in foreign language teaching and learning; focusing on extracurricular activities and life skills education for students; and implementing the 2018 general education program with initial good results.
In 2022, Yen Khanh district will meet the standards for universal preschool education for 5-year-old children; firmly meet the standards for universal primary education level 3, universal secondary education level 3, and illiteracy eradication level 2. The quality of mass education and the quality of excellent students at all levels (primary, secondary, high school) have many positive changes, achieving good results.
The innovation of vocational education in the locality has many positive changes suitable to the age and labor objects and achieved clear results, annually training 500 laborers, creating new jobs for more than 400 rural laborers with an income of 5.5-6 million VND/person/month.
Professional training for managers and teachers is organized regularly, helping teachers update modern teaching and learning methods, combining the application of information technology, thoroughly grasping and organizing implementation of student-centered teaching and learning, the rate of teachers meeting standards or higher is 87.4%, 7 teachers have received the title of Excellent Teacher.
The investment and use of the State budget to develop education effectively and in accordance with regulations, with the total investment cost for new construction, school repair, improvement of facilities, and purchase of school equipment in the period 2013-2023 being over 1,300 billion VND. Up to now, 100% of primary, secondary and high schools have ensured enough classrooms according to regulations; 61/61 kindergartens, primary schools, secondary schools meet national standards and ⅔ of high schools meet national standards.
Improving the quality and efficiency of scientific and technological research and application is emphasized. Thousands of initiatives and scientific research topics at the district level have been recognized and put into application...
After 10 years of implementing Resolution 29, it has contributed to improving the overall quality of education in the district. Yen Khanh is always among the top units in the province in terms of quality of education and training.
At the conference, 18 collectives and 28 individuals received Certificates of Merit from the District People's Committee for their outstanding achievements in 10 years of implementing Resolution 29.
* On June 9, Ninh Binh City Party Committee held a conference to review 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee (11th tenure) "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".
Attending the conference were leaders of the Provincial Party Committee's Propaganda Department, the Department of Education and Training, members of the City Party Executive Committee; representatives of departments, branches, secretaries of affiliated party committees and branches; schools, collectives and individuals who were awarded.
In recent years, Party committees and authorities at all levels in the city have focused on implementing Resolution 29, considering innovation and improving the quality of education and training as one of the important tasks. The Standing Committee of the City Party Committee has issued many documents guiding and directing the dissemination, dissemination and implementation of the basic contents of Resolution 29; specifying the contents, tasks and solutions in line with the actual situation of the locality.
Party building work in schools has been paid attention to. Over the past 10 years, 41 school party cells have recruited 453 new party members. Education and training have been innovated in the direction of focusing on developing learners' qualities and abilities. In the preschool education system, 100% of children go to school, and classes are safe. The rate of primary and secondary school students achieving the titles of advanced students, excellent students, and excellent students is high. Ninh Binh City has always been the leading unit in the province's Education and Training sector in fostering excellent students; for 11 consecutive years, the city's Education and Training sector has been awarded the leading flag in the province in fostering excellent students by the Department of Education and Training.
Fundamentally innovating the forms and methods of examinations, testing and assessment of education and training results to ensure honesty and objectivity; perfecting the national education system towards an open education system, lifelong learning and building a learning society is enhanced. Through innovating the forms and methods of examinations, testing and assessment of education and training results, it contributes to ensuring the quality of education.
The team of teachers and managers has been developed to meet the requirements of educational and training innovation. To date, the whole sector has 2,157 cadres, teachers and employees; including 118 managers, 1,874 teachers and 165 employees. 100% of managers have qualified training; the whole sector has 57 cadres and teachers with master's degrees...
Scientific research work has been widely deployed and highly applicable. In the past 10 years, many initiatives and experiences have been recognized at the city and provincial levels. The work of building schools that meet national standards has been included in the resolutions of congresses at all levels by Party committees and authorities at all levels, thanks to which this task has been achieved and exceeded the plan. Since then, education and training work in the city has had positive changes. After 10 years of implementing Resolution No. 29, the targets set out in programs, projects and plans have been basically completed and brought about practical results.
At the conference, delegates discussed and clarified the results achieved in the past time, focusing on the following contents: consulting on resource allocation for investment in school facilities; life skills education; vocational training for students and workers...
Regarding the direction and tasks for the coming time, the delegates agreed on the following contents: Strengthening the leadership, direction and management of Party committees and authorities at all levels in fundamental innovation and comprehensive development of education and training; planning and arranging the school and class system, strengthening facilities and equipment; improving the quality of education and training, building a learning society; effectively implementing the work of streaming students after junior high school and high school; innovating the management of education and training, promoting digital transformation, applying science and technology to education, etc.
On this occasion, 7 collectives and 10 individuals were awarded by the Chairman of the City People's Committee for their outstanding achievements in 10 years of implementing Resolution No. 29 of the 11th Party Central Committee.
