Expectations ahead of new technology infrastructure
Having graduated with a degree in linguistics from the Academy of Journalism and Communication, Hoang Mai Nhu (28 years old) is currently working at a Singaporean technology company with an office in Hanoi . Despite having a promising career, Nhu still hopes to find a job opportunity that better suits her specialized skills.
Instead of searching on private recruitment websites, Nhu has accessed the National Job Exchange at vieclam.gov.vn several times and found this platform to have great potential because it is under the Ministry of Interior and has a feature to verify identity through the VNeID electronic identification application, making information transparent and reliable.
However, Nhu also frankly offered her feedback: "The interface and operation in the current version lack consistency; some category classifications such as 'officer' or 'commander' do not accurately reflect reality and need to be standardized and improved for a better user experience."
Ha Dang Huy, a fourth-year student in the Department of Korean Language and Culture at the University of Foreign Languages, Vietnam National University, Hanoi, is also actively using the platform to search for opportunities before graduation. A major advantage for a graduating student like Huy is that registration and application submission are quick, completely free, and there are no pressure to purchase upgrade packages like some private platforms. For Huy, a state-managed job exchange platform provides peace of mind and avoids the risks of fake job postings. Huy hopes the system will soon develop a mobile application and add a feature to notify job seekers of the status of application review so they can easily track their application progress.

Nhu and Huy's sharing shows that the need for young workers to access a formal job market is quite significant. However, overall, the labor market still faces many bottlenecks in human resources that need to be addressed. Mr. Ko Tae Yeon, President of the Korean Chamber of Commerce in Vietnam (KOCHAM), emphasized: Human resources are closely linked to the entire production plan, quality, and investment progress of businesses. With over 10,000 Korean businesses operating in Vietnam, the need for technology transfer and job expansion is always prioritized. Despite this, human resource difficulties persist as ensuring a sufficient labor supply becomes increasingly challenging, with widespread shortages in both unskilled production workers and skilled technical and middle-level management personnel. Furthermore, high turnover rates and increasing wage costs make retaining trained workers a major burden. The recurring supply-demand imbalance makes it difficult for businesses to find the right people at the right time, while job seekers lack accurate and realistic information.
Unlocking data channels and synchronization solutions.
To realize the expectations of workers and businesses, building a synchronized digital infrastructure is a core task. According to Comrade Do Thanh Binh, Member of the Central Committee of the Party and Minister of the Interior, in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, the Ministry of the Interior has assigned the Department of Employment to coordinate with the Vietnam Post and Telecommunications Group (VNPT) to build the National Job Exchange Platform. Implemented systematically since May 2025, the system has undergone rigorous technical testing with the support of the Department of Administrative Management of Social Order (C06) and the National Data Center (C12) under the Ministry of Public Security.
Minister Do Thanh Binh affirmed: “To date, the assessment results show that the system fully meets the requirements for connectivity, data interoperability, and ensures absolute information safety and security. This is an important digital infrastructure that ensures the smooth and transparent operation of the labor market according to market mechanisms, demonstrating the determination to build a streamlined, efficient state apparatus that puts citizens and businesses at the center of service.”
According to a report from the Department of Employment on the operation of the National Job Exchange, significant improvements have been observed. Data updated from April 14th to May 5th shows that the system recorded 5,477 job seekers, of which 1,207 updated their information (22%) and 4,270 registered to learn more or had not yet completed their profiles (78%). The total number of profiles ready for connection reached 331 out of 334, a rate of 99%. Meanwhile, 1,597 businesses registered their legal entities with 828 job postings, of which 702 were currently active (84.7%). According to data from the National Center for Employment Services, as of mid-May 2026, the total number of job seekers nationwide increased to 5,796, with a total of 413 job applications. The number of registered employers increased to 1,241, posting a total of 1,063 job advertisements (of which 883 are currently open for applications).
With a market size of over 7.5 million workers and more than 300,000 businesses, the city's need for connectivity is enormous. Therefore, the National Job Exchange plays a crucial role as a central, official information channel, improving the quality of forecasting and analysis to provide practical policy advice, aiming to build a modern, integrated, and sustainable labor market.

In light of the above situation, Ms. Luong Thi Toi, Deputy Director of the Department of Internal Affairs of Ho Chi Minh City, assessed: “With a market size of over 7.5 million workers and more than 300,000 businesses, the city's need for connectivity is enormous. Therefore, the National Job Exchange plays the role of an official, centralized information channel, improving the quality of forecasting and analysis to provide practical policy advice, aiming to build a modern, synchronized, and integrated labor market.”
To optimize the operational efficiency of the National Job Exchange, Mr. Ngo Xuan Lieu, Director of the National Center for Employment Services, affirmed that the system's outstanding advantage is its ability to interconnect data with national databases and verify the identity of job seekers through the VNeID electronic identification application. The system is designed as a one-stop shop, one-gateway, directly decentralized to local authorities for operation, saving on individual infrastructure investment costs, managing data centrally, and ensuring synchronized sharing. The operational process is optimized, and business information is strictly controlled before account granting to ensure high transparency.
Mr. Lieu stated that in the coming period, the platform will strengthen its deep integration with databases handling unemployment insurance and social insurance benefits to comprehensively build a database of workers, prioritizing absolute information security. Simultaneously, the Employment Department is finalizing a draft of the governance and operation regulations for submission, coordinating closely with localities, promoting communication, providing technical support to citizens and businesses, and organizing in-depth training courses for local officials and employees in the second and third quarters of 2026, creating momentum for the comprehensive unlocking of the national labor force.
The combination of synchronized technological solutions and a robust data management mechanism is the core foundation for stabilizing supply and demand, creating momentum for economic breakthroughs in the context of international integration.
