Connecting the spirit of great solidarity under the common roof of the Fatherland Front

The 1st Congress of the Party Committee of the Fatherland Front and Central Organizations is the first congress following the new organizational model, demonstrating the role of connecting the spirit of great solidarity under the common roof of the Front.

On September 22-23, the Party Committee of the Fatherland Front and Central organizations held the 1st Congress for the 2025-2030 term.

This is the first congress under the new organizational model, taking place at a time when our army and people are determined to complete the socio -economic development goals for 2025 and strive to successfully implement the Resolution of the 13th National Party Congress, towards the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding.

Focus on grassroots, serving the people

The Party Committee of the Fatherland Front and Central organizations directly under the Party Central Committee, established under Decision No. 245-QD/TW dated January 24, 2025 of the Politburo , currently has 25 affiliated party organizations, including 4 grassroots party committees, 13 grassroots party committees and 8 grassroots party cells with 5,146 party members.

Deputy Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations Nguyen Thai Hoc affirmed that the 1st Congress of the Party Committee of the Fatherland Front and Central Mass Organizations for the 2025-2030 term took place in a new context and new situation of the Party and the country, clearly demonstrating the role of connecting the spirit of great national solidarity under the common roof of the Front.

This is a Congress of solidarity and effort, demonstrating the highest determination to promote the intelligence of all Party members in the Party Committee, meeting the requirements set forth.

In the spirit of direction of General Secretary To Lam at the working session with the Party Committee of the Fatherland Front and Central organizations, for the 2025-2030 term, the Congress identified 5 directions, 10 groups of targets, 8 key tasks, 15 groups of solutions, and 3 breakthroughs to be focused on implementation.

Three breakthroughs were identified as: Innovation in leadership methods according to new models; new thinking, new ways of doing things, new results; strong innovation in content and methods of operation, strongly oriented towards the grassroots, residential areas, close to the people, proactively serving the people; focusing on training, fostering, evaluating, arranging, and effectively using the staff, especially the heads of Party committees, agencies, and units, focusing on training staff through practical activities, closely linking "theory with practice", "words go hand in hand with actions."

The Party Congress determined the direction: Promoting innovation in thinking and leadership methods in a comprehensive, democratic, scientific and modern direction; leading socio-political organizations and mass associations assigned by the Party and State to carry out political tasks, contributing to development goals; continuing to arrange and consolidate a streamlined, effective and efficient organizational apparatus; perfecting and effectively implementing the new organizational model of the Fatherland Front, socio-political organizations and mass associations assigned by the Party and State to ensure efficiency and unity from the Central to the grassroots level; amending and supplementing the Charter of the Vietnam Fatherland Front and socio-political organizations and mass associations in association with perfecting and promoting digital transformation, improving the effectiveness of supervision and social criticism, mobilizing people to promote the role of political alliance - voluntary union, consolidating and strengthening the great national unity bloc.

The specific solutions proposed are: Strongly innovating the content and methods of operation of the Fatherland Front, socio-political organizations, and mass organizations; strengthening mobilization and promoting the strength of national solidarity; continuing to streamline the organizational apparatus, operating effectively, efficiently, and effectively; improving the quality and effectiveness of supervision, social criticism, and participation in Party and government building; proactively and actively participating in election work, improving the quality of voter contact; actively and effectively participating in the fight against corruption, waste, and negativity.

Promote relief and humanitarian activities, care for social security, and for community life; complete and promote digital transformation in the activities of the Fatherland Front system, socio-political organizations, and mass associations; build a contingent of cadres with political mettle, pure ethics, practical capacity, and a desire to contribute; strengthen international solidarity, expand people-to-people diplomacy and work with overseas Vietnamese.

Strengthening the great national unity bloc

During the 2020-2025 term, Party committees at all levels in the entire Party have focused on leading and closely directing the work of gathering, mobilizing, and promoting the strength of the great national unity bloc; thanks to that, the spirit of patriotism, the will of self-reliance, self-improvement, and the aspiration to develop a prosperous and happy country have been aroused and spread strongly; the great national unity bloc continues to be firmly consolidated; the close relationship between the Party, the State and the people is increasingly strong. The people increasingly trust deeply in the leadership of the Party, agree, actively participate in patriotic emulation movements, major campaigns, contribute to socio-economic development, ensure national defense and security; and ensure social security.

Party committees at all levels have led the Vietnam Fatherland Front at all levels, socio-political organizations, and mass organizations assigned by the Party and State to synchronously and effectively implement action programs, patriotic emulation movements, and major campaigns.

Party committees at all levels have paid close attention to directing the concretization of the Resolution of the 13th Party Congress and the directives and conclusions of the Central Committee into 6 key action programs of the Vietnam Fatherland Front and its member organizations, typically: The campaign "All people unite to build new rural areas and civilized urban areas" with 78% of communes meeting new rural standards, "Vietnamese people prioritize using Vietnamese goods" with more than 12,000 OCOP products recognized, "For the poor - No one is left behind" mobilizes thousands of billions of VND each year.

At the same time, Party committees and organizations at all levels have focused on leading and directing the implementation of many key movements and activities, such as mobilizing the construction and repair of more than 180,000 Great Solidarity houses for poor households; mobilizing the entire population to support 1,845 billion VND for emergency relief for 26 northern provinces and cities during storm No. 3; publicly disclosing for the first time the "statement" of the Central Relief Fund, promptly allocating funds to support people in damaged areas, demonstrating a sense of responsibility, openness, transparency, and receiving high consensus from society.

The Vietnam Red Cross Society has launched a campaign to support the Cuban people on the occasion of the "Vietnam-Cuba Friendship Year 2025" and the 65th anniversary of the establishment of diplomatic relations between the two countries (1960-2025) with an amount of more than 400 billion VND (as of September 5, 2025).

Leadership work to improve the quality of supervision and social criticism is increasingly substantive and effective, contributing to building a clean and strong Party and government.

The entire Fatherland Front system has carried out 231,110 monitoring activities; the monitoring content focuses on areas directly related to people's lives such as: land management and use, budget, environmental protection, social security, implementation of the Grassroots Democracy Charter, anti-corruption, negativity, personnel work, etc.

The Central Committee of the Vietnam Fatherland Front organized 16 social criticism conferences, socio-political organizations criticized 19 draft documents, and Fatherland Fronts at all levels organized 85,886 social criticism meetings.

On average, at each session, the Central Committee of the Vietnam Fatherland Front synthesizes over 3,000 opinions and recommendations from voters and people sent to the National Assembly and competent authorities to consider, handle and resolve pressing issues, contributing to protecting the legitimate and legal rights and interests of the people, creating a positive spread in society.

The work of participating in preventing and combating corruption, negativity and waste continues to be promoted and synchronized from the central to grassroots levels.

The Fatherland Front effectively carried out information and propaganda work on the Party's guidelines and policies, the State's laws and patriotic emulation movements, and campaigns chaired and launched by the Vietnam Fatherland Front have attracted a large number of overseas Vietnamese to actively participate.

Implementing Resolution No. 18-NQ/TW, after establishing the Party Committee, the Standing Committee of the Party Committee of the Fatherland Front and the Central organizations have resolutely directed the reorganization of the apparatus of affiliated party organizations and internal focal points of agencies and organizations.

The results have been the arrangement and consolidation of 284 organizational units into 159 units, a reduction of 125 units (equivalent to 55.98%); the total staff has been reduced from 2,720 to 2,185 people, streamlining 535 positions (equivalent to 19.67%), of which 124 positions belong to press agencies and mass organizations.

Implementing Decision No. 304/QD-TW of the Politburo, as of June 30, 2025, the current number of staff of the Central Committee of the Vietnam Fatherland Front and socio-political organizations at the Central level is 986 people, reduced from 36 focal points of specialized departments and units under 5 agencies, currently there are 19 specialized departments and units; after arrangement and consolidation, the Committee members are recognized as 3,077 people/34 provinces and cities; the Standing Committee is 327 people/34 provinces and cities.

For the position of Chairman, there are 33/34 Chairmen (1 vacancy); 22/34 Deputy Secretaries cum Chairmen of the Provincial and Municipal Fatherland Front Committees; 34/34 provinces and cities have completed the arrangement of advisory and support agencies of the Provincial Vietnam Fatherland Front Committees.

The implementation of Resolution No. 18-NQ/TW and related conclusions has been organized systematically, drastically and scientifically by the Party Committee of the Fatherland Front and Central organizations, achieving clear results in terms of awareness, organization, personnel and operational efficiency; affirming the spirit of innovation, responsibility and high political determination of the Party Committee in implementing the major policies of the Central Committee on innovation of the political system in the new situation./.
