Currently, the management, collection, transportation and treatment of domestic waste in communes and wards face a number of difficulties and problems such as: lack of specialized staff, lack of funding and some regulations and instructions are not specific. In some localities, there is a situation of waste backlog due to lack of collection and transportation units, causing environmental pollution, affecting people's lives; the main waste treatment technology is landfill, which poses a potential risk of environmental pollution; some waste incinerators are broken and degraded and have not been repaired in time.
At the conference, representatives of businesses inside and outside the province spoke about the advantages and difficulties in the process of collecting, transporting and treating household waste. At the same time, they said they were ready to increase the receiving capacity to about 400 tons/day to promptly resolve the backlog of household waste in communes and wards. Representatives of communes and wards requested the Provincial People's Committee to pay attention to supporting funding for the collection and treatment of daily household waste and residual household waste; to allow upgrading, renovating, and building new incinerators; to soon develop unit prices for collection, transportation, and treatment of household waste to apply uniformly throughout the province; to introduce and allow localities to order collection, transportation, and treatment of household waste from competent units outside Hung Yen province; and at the same time, to guide the norms and unit prices for collection, transportation, and treatment of household waste as a basis for localities to sign contracts.
