Advised the Provincial Party Committee and the Provincial People's Committee to issue 02 policy and legal documents related to intellectual property: 1) The Provincial Party Committee issued Plan No. 224-KH/TU dated March 15, 2024 to implement Conclusion No. 69-KL/TW dated January 11, 2024 of the Politburo on continuing to implement Resolution No. 20-NQ/TW dated November 1, 2012 of the 11th Party Central Committee on developing science and technology to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration; 2) The Provincial People's Committee issued Decision No. 55/2024/QD-UBND dated November 14, 2024 on the Regulations on management of traceability; geographical indications, collective trademarks, and certification trademarks for OCOP products of Ca Mau province.
In the activities to improve the effectiveness and efficiency of state management of intellectual property, we have organized propaganda and responded to the Intellectual Property Day on April 26 on the website of the Department of Science and Technology; built 01 Topic on intellectual property and broadcast the Science and Technology Section on Ca Mau Radio and Television; hung more than 50 banners in response to World Book and Copyright Day (April 23) and World Intellectual Property Day (April 26); integrated more than 15 sessions in library activities, arts, performing arts, etc. to propagate, disseminate, and raise awareness for relevant subjects about the rights and responsibilities for industrial property rights.
Actively promote and improve the effectiveness of intellectual property rights enforcement activities: Conduct 01 specialized inspection in the field of intellectual property to grasp the actual situation of management, use and support for the development of collective trademarks and certified trademarks that have been protected in the province; propagate, guide and support trademark owners to manage, use and develop protected product trademarks; promptly detect and correct weaknesses and shortcomings in trademark management; propose measures to manage, use and handle violations in accordance with the law against violating collectives and individuals; recommend the improvement of policies and laws that are still inadequate and flawed. Results: 19 protected trademarks were inspected (07 certified trademarks and 12 collective trademarks), initially 78 organizations registered to use them, after inspection, 43 organizations were using the trademarks.
Organized and implemented the Program for Building Protection and Development Management for Local Specialties and Special Products, recognized the results of 03 projects. provincial level science and technology. The results of the tasks of protecting industrial property rights are posted by the Department of Science and Technology on the Electronic Information Page to promote protected intellectual properties to localities at home and abroad. Consulting and guiding 26 organizations, cooperatives, enterprises, and business households to register for industrial property protection in the province. Guidance and legal advice on intellectual property are regularly carried out through the form of providing information and direct consultation to relevant organizations and individuals. The Department has supported the cost of trademark registration for 08 enterprises with a total amount of 120,000,000 VND. Establishing and publicizing the list of organizations and individuals using geographical indications of Ca Mau crab and tiger shrimp posted on the Electronic Information Page of the Department of Science and Technology according to regulations.
Activities to encourage and improve the efficiency of exploiting intellectual property have been enhanced, such as: Deploying and managing the traceability system for 20 OCOP products of 17 entities; collecting and standardizing information on products, production processes, raw materials, etc. of entities participating in traceability; training and guiding entities to update electronic diaries, activate stamps and complete production and distribution processes; supporting 60,000 traceability stamps, each facility receives 3,000 stamps. Deploying support for 08 units to implement the Local Industrial Promotion Group Project, including: (1) Supporting the application of machinery and equipment in the production of noni juice; (2) Supporting the application of machinery and equipment in food production; (3) Supporting the application of machinery and equipment in the production of cereal powder and honey; (4) Support the application of machinery and equipment in the production of shrimp seasoning powder and shrimp salt, putting into use machinery and equipment with advanced technology to convert and upgrade the production process of enterprises and facilities from outdated and obsolete equipment. Support participation in displaying products on the madeincamau e-commerce platform; to date, there have been 88 booths with 594 products; OCOP products, specialty products, typical of the province are also present on major e-commerce platforms such as: Shopee, Lazada, TikTok, Tiki, ...
The Department has implemented the Project to Support the Development of Protected Brands and Improve the Management and Development of Intellectual Property in Ca Mau Province in 2024; including building and producing 01 high-quality video clip and 01 Brand Identity for crab products to promote, introduce and enhance the brand; supporting instructions on designing labels and product packaging to attract consumers for 15 products of 10 OCOP entities; conducting sampling, testing and monitoring the quality of products and goods of 07 products with trademarks and geographical indications for 09 establishments and building basic standards for 02 units.
Training and coaching in the field of intellectual property is always focused on and implemented with attention. In 2024, the Department of Science and Technology will preside over and coordinate with relevant units to organize 02 training courses related to intellectual property activities.

In the coming time, the Department of Science and Technology will continue to advise the Provincial Party Committee and the People's Committee to implement the Intellectual Property Development Program in Ca Mau province until 2030. Specific contents include:
- Continue to implement the Program to build protection and manage the development of local specialties and special products; effectively implement Resolution No. 04/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council.
- Effectively implement the Project to support the development of protected trademarks for specialty and specific products of Ca Mau province in the period of 2021 - 2025, with a vision to 2030.
- Implement the Provincial People's Committee's Plan on supporting small and medium enterprises annually in Ca Mau province; including consulting on registration for protection, exploitation and application of intellectual property of small and medium enterprises; consulting on intellectual property, exploitation and development of intellectual property; consulting on building and developing brands, trade names, geographical indications, and traceability.
- Actively coordinate inspection, examination and supervision of compliance with laws on industrial property; resolve disputes, complaints and denunciations about industrial property in the province; in which, pay special attention to infringement of collective trademarks, certification trademarks, geographical indications, and intellectual properties that have been granted protection rights.
- Continue to improve the effectiveness of trade promotion, expand the consumption market for agricultural, forestry and fishery products, typical rural industrial products and OCOP products of the province in many forms such as online, directly with domestic and foreign partners. Promote the distribution of goods through digital platforms, encourage businesses to implement new market approaches through cyberspace.
