Overcoming the disease of achievement in considering and awarding the title of Cultural Family

The conference was held to complete detailed and specific standards for the evaluation and recognition of the titles "Cultural Family"; "Cultural Village and Residential Group"; "Typical Commune, Ward and Town" to ensure that they are close to reality, suitable to the characteristics of localities, and avoid unfairness and achievement disease at the grassroots level as is still happening in reality.

According to Bui Minh Hoang, Head of the Department of Building Cultural Lifestyle and Family of the Hanoi Department of Culture and Sports , since 2018, the work of evaluating and recognizing cultural titles has been carried out according to Decree No. 122/2018/ND-CP. The practical implementation results of the city show that the movement to build cultural families has been responded to very positively by all classes of people, many families have become shining examples, leading in all patriotic emulation movements.

From 2018 to present, the rate of achieving the title of "Cultural Family" has reached 85-88%, the movement to build cultural villages, hamlets, and residential groups has brought new vitality, most clearly shown in the newly built works, many roads have been expanded, cultural houses have been built spaciously, lighting systems have been equipped...

However, besides the achievements, the recognition of cultural titles still reveals shortcomings and difficulties such as: The recognition of cultural titles in some places and at some times is still a formality. There are still situations where families, villages, and residential groups achieve cultural titles only in name, tend to focus on targets or have a very high achievement rate but in reality many criteria have not been met.

One of the reasons leading to the above-mentioned shortcomings is: The criteria for evaluating and recognizing the titles "Cultural Family" and "Cultural Village and Residential Group" are issued and applied nationwide, many contents are not suitable for the characteristics of each locality, leading to the evaluation and evaluation not being close to reality.

At the conference, representatives of residential groups in wards in Ba Dinh district said that the criteria for awarding titles in Hanoi need to be different from other localities due to the specific characteristics of urban areas, population density, lifestyle, and culture.

Many opinions say that some contents in the draft award consideration need to be changed to suit modern life. For example, criteria for participating in traditional festivals, building village cultural houses... Some contents regulating plus and minus points need to be clarified to be more suitable.

After the conference to collect opinions from residential groups in Ba Dinh district, the Hanoi Department of Culture and Sports will continue to collect opinions from residents in a number of localities, then synthesize opinions to report and advise the Hanoi People's Committee before promulgating and implementing./.
