On the morning of October 15th, Comrade Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, chaired a meeting to hear a report from the Department of Agriculture and Rural Development on the results of implementing measures to combat illegal, unreported, and unregulated (IUU) fishing.

According to a report from the Department of Agriculture and Rural Development, to date, the total number of fishing vessels operating in the province that have been registered and entered into the national fishing vessel database software VnFishbase is 709, with a total capacity of 102,142 KW; 100% of fishing vessels have had their cabins painted and license plates marked according to regulations; and 162 vessels with a length of 15 meters or more have been equipped with vessel tracking devices. In recent times, the Provincial Party Committee and the Provincial People's Committee have focused on decisively and closely directing the effective implementation of the task of combating IUU fishing; departments, agencies, units, and localities have organized the implementation of solutions to combat IUU fishing, demonstrating the province's political determination and thereby enhancing the role and responsibility of the heads of departments, agencies, units, and localities. The work of propaganda and education against IUU fishing has been given attention. To date, the province has not detected any fishing vessels or fishermen violating foreign waters. However, some limitations remain, such as: fishing vessels losing VMS connection for more than 6 hours or more than 10 days at sea; fishing vessels making errors in their fishing logbooks upon arrival at port; and fishing vessels operating outside designated areas, which have not been thoroughly addressed…

Speaking at the conference, the Vice Chairman of the Provincial People's Committee requested that in the coming period, all sectors and coastal localities promptly implement and rectify shortcomings and areas where performance is still lacking.
The comrade emphasized: To effectively combat IUU fishing, the general view is to resolutely put an end to the situation of fishing vessels violating regulations. This includes clarifying the subjective and objective reasons behind the loss of VMS connectivity on some fishing vessels in order to strictly and appropriately penalize violating vessels. Relevant sectors and units must maintain good coordination and information exchange with local authorities in managing and controlling fishing vessels. The key contents, solutions, and tasks outlined in the current urgent phase must be fully disseminated to coastal communes with the goal of overcoming the EC's "yellow card" status. Regarding Tan Son fishing port in Thai Thuy district, it is necessary to expedite the investment and construction procedures according to the set plan. Provincial and district functional agencies should create maximum favorable conditions for fishing vessels with "three no's" (no registration, no permits, no licenses, no permits ... Strengthen inspection and control of fishing vessels entering and leaving ports, resolutely preventing fishing vessels without proper documentation and procedures from going to sea or operating at sea, and effectively utilize the fishing vessel management system software.
