According to the Vietnam Road Administration, from May 9-11, heavy to very heavy rain occurred in the provinces of the Southeast region, affecting road traffic, some roads in the area were flooded, and the Hoa Binh bridge in the local road system in Chau Thanh district, Tay Ninh province had its road surface subsided at the bridgehead.
In order to promptly prevent and overcome the consequences of natural disasters on road infrastructure, the Vietnam Road Administration requests the Road Management Area IV, the Department of Construction of Tay Ninh province, based on the Law on Natural Disaster Prevention, the Road Law, Circular 40/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now the Ministry of Construction ) and other relevant legal regulations, to review the status of road infrastructure under its management; promptly repair damage caused by natural disasters to ensure safe and smooth traffic; inspect and urge BOT contractors to manage, operate and exploit national highways to carry out the work of preventing and overcoming the consequences of natural disasters for the project during the project contract period. During the implementation process, if beyond the authority, promptly report to the competent authority for consideration and resolution.
The Department requests the Department of Construction of Tay Ninh province to guide or advise the People's Committee of Tay Ninh province to direct the People's Committees at the district level, relevant agencies and units to repair the damage to the Hoa Binh bridge project in Chau Thanh district to ensure safe and smooth traffic.
Also on May 11, the Ministry of Construction issued a dispatch on strengthening the work of ensuring quality, traffic safety, labor safety and environmental sanitation during the construction of transport infrastructure.
Accordingly, the Construction industry is simultaneously implementing many transport infrastructure construction projects nationwide, including many key and important national projects. Determining that construction quality is always the most important factor, recently, the Prime Minister and the Minister of Construction have issued many directives, telegrams, and documents directing agencies and units to strengthen the management of quality, progress, and ensure traffic safety (ATGT), occupational safety (ATLĐ) and environmental sanitation (VSMT) of transport infrastructure construction investment projects.
Agencies and units have made great efforts in deploying, implementing, ensuring quality and progress; many works and projects have been completed and put into operation, ensuring quality, aesthetics, labor safety, traffic safety and environmental sanitation, contributing positively to the cause of socio-economic development.
In addition to the achieved results, in some projects, the work of ensuring construction quality, occupational safety, traffic safety, and environmental sanitation still exists and is limited, causing occupational accidents and construction incidents such as: falling girders of Dai Ninh bridge, Lam Dong province; drifting of Son Lang suspension bridge, Binh Phuoc province; collapse of Binh Phong Thanh cable-stayed bridge, Long An province; incident of Cai Doi Vam bridge, Ca Mau province; especially recently, the incident of subsidence of the road at the beginning of Hoa Binh bridge in Chau Thanh district, Tay Ninh province; construction of the Noi Bai - Lao Cai expressway in adverse weather conditions... has been reported by the media.
According to the Ministry of Construction, the main reason is that some investors/project management boards, design consultants, supervisors, and construction contractors have not paid due attention to quality management, occupational safety, traffic safety, and environmental sanitation; some contents in project documents, surveys, and construction designs are still defective, leading to adjustments and supplements, prolonging construction time during implementation.
To strengthen the work of ensuring quality, traffic safety, occupational safety and environmental sanitation in the construction of transport infrastructure, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to direct the Department of Construction, investors/project management boards to tighten discipline, strictly manage all activities of organizations and individuals participating in project implementation throughout the project implementation process (design consultants, appraisal consultants, supervision consultants, inspection consultants, construction contractors...), ensuring compliance with the provisions of the contract and relevant legal regulations.
Improve the quality of survey and design tasks, ensure adequate survey data on topography, geology, hydrology, material mines, and dumping sites in accordance with regulations, especially in areas with weak ground and areas with complex geological conditions; closely monitor survey implementation, approve survey results reports, control document quality, and accept before submitting for appraisal in accordance with regulations.
There are solutions to rectify and improve the quality of survey, design, total investment, and construction cost estimates. In particular, when surveying and investigating material mines and dumping sites, it is necessary to carefully survey the location, reserves, quality, supply capacity, transportation routes, exploitation procedures, and reserves of dumping sites to meet the project requirements.
In particular, the Ministry of Construction strictly prohibits acts of collusion and collusiveness to legalize procedural documents, falsify documents and work results, and increase volume; taking advantage of positions and powers to oppress, harass, and cause difficulties for units for personal gain; imposing designations of material mines, designations of origin, sources, and sending contractors, subcontractors, and contractors supplying goods, supplies, and materials to the project.
Further strengthen the inspection and urge the entities to implement measures to improve the quality of works, ensure traffic safety, occupational safety and environmental sanitation during the design and construction process in accordance with approved standards, norms and construction measures, comply with the design documents, technical instructions of the project and regulations; promptly adjust and supplement when necessary and strictly handle organizations and individuals who violate.
Strengthen the management of acceptance records; procedures and legal documents during construction; direct units participating in project implementation to speed up the preparation and submission of acceptance records and payments in accordance with regulations; closely inspect and monitor the quality and origin of materials, supplies, equipment, and waste disposal to ensure compliance with the requirements of the project's design documents and technical instructions.
The contractor shall strictly carry out the construction warranty in accordance with the signed contract. In case of damage or defect, it is necessary to conduct inspection, analysis, evaluation, determine the cause of the damage, propose solutions to maintain normal operating conditions, and ensure absolute safety. Repair and remediation solutions must be approved by the investor/project management board and ensure that they meet the technical standards of the project, the load-bearing capacity, and the life of the construction; the repair and remediation process must be monitored and quality-managed in accordance with regulations.
The People's Committees of provinces and cities shall direct the Department of Construction, investors/project management boards to inspect and urge contractors to comply with the terms of the signed contracts, especially ensuring the quality of construction works; resolutely and strictly handle contractors who violate the quality of works according to the provisions of the contract. The head of the investor/project management board shall be fully responsible before the competent authority and the law for the assigned project management that does not meet the required quality; delay in handling violations of contractors according to the provisions of the contract and relevant laws.
Regarding the subsidence of the road at the beginning of Hoa Binh bridge, the People's Committee of Tay Ninh province directed the Department of Construction of Tay Ninh and relevant units to immediately carry out traffic diversion, ensuring traffic safety for people and vehicles participating in traffic; at the same time, promptly carry out procedures to determine the cause, propose solutions to handle and promptly overcome, ensure the quality of the project, and report the results to competent authorities according to regulations.
